A ballistic shield loses its edge on a battlefield - and more so against an unconventional foe. Ballistic shields are carried by police forces to stop or deflect bullets.
They make sense when establishing a perimeter, approaching a high risk subject, or as a personal shield in a defensive situation. They don’t, however, make sense for US troops in combat. Here’s why.

Easy to say no to shields because of "convenience" when your not the one being shot at...

BS!I was 11 M INF and we used to always talk about having shields! If you’re not on the ground you know nothing.There are many ways to make a shield comfortable, light and functional .It doesn’t take a rocket scientist.We came up with many ergonomic designs. And I still think about it once in a while now.

To be fair, I’ve noticed a lot of special forces units across the globe starting to use shields in urban warfare to pretty good effect, and there are also rifle rated shields that don’t need a back harness or even 2 hands to use. When shields become advanced enough to be light enough as well for any situation, I hope people are smart and adopt it again and not just cling to old ideas of “badassery” like “it’s better to dodge a bullet than to stop one” because while that might be fine and dandy now, that train of thought may not always be valid.
You do realize once they figure out how to make class 4 ballistic shield liter than 20 pounds, your argument is going out the window. Tick tock tick tock.

Most of the shields you shown werent even balistic, they were riot shields to block people and strikes.
Shields have their uses. As an infantryman, its not always possible to leap and bound across several hundred meters at lightning speed across uneven terrain. Having a shield deployed at the right time against entrenched enemies can keep you alive long enough for your buddies to flank them. I'd prefer a shield to carrying armor plates all mission.

The MRAPS LEVEL IV ballistic shield, can absorb Armor piercing bullets from various calibers, 5.56, 7.62 and 30/06 .That coupled with the reaper system, which is attached to your back, can hold the shield for you. The additional 28.5 lbs (13 kg) is such a good life insurance one should consider purchasing it!

You either level up defense to reduce a % of the damage, or level agility to evade the full damage.
Not exactly true. Navy Interdiction Teams use them. MP SRT/SWAT also do, obviously. But I'm pulling hairs at this point.

You do realize that there are relatively, light weight (9lbs) level 3 ballistic shields.
You know that there is a level 4 ballistic shield right?
