Why Tamil Nadu Opposes NEET? Former Justice AK Rajan Explains| National Eligibility cum EntranceTest

"The Tamil Nadu assembly, on Monday, passed a Bill to scrap the National Entrance cum Eligibility Test (NEET) and admit students to undergraduate programmes in medicine on the basis of their performance in their Class 12 examinations - a move that the state government said was in the interests of “social justice”. Tamil Nadu has long been opposing centralised entrance exam arguing that it puts socially and economically backward, rural students at disadvantage. And that is why it also scrapped the CET examination. so between 2006 to 2017, the state did not have any entrance test for medical college admission. only Class 12 board exam marks were considered for admissions into colleges.
But ever since NEET was introduced in 2017, more than a dozen students in Tamil Nadu have died by suicide, including three deaths since Sunday (September 12), when the exam was held. Protests have erupted with families and students particularly from hinterlands calling for banning the exam.
Why is Tamil Nadu opposing NEET so staunchly and what are the reasons behind it. We will understand this all from the man who chaired a committee whose report laid the framework for anti-NEET bill. Former Madras HC Justice AK Rajan is joining us today. We will talk to him and understand why Tamil Nadu opposes NEET? and what next?

NEET is against social justice which is unique for TN. 85% of the medical seats in any state is reserved for students from that state. 15% goes to All India quota. We are just fighting against NEET to be the eligibility criteria for selecting the 85% of TN students. We are not against the 15% quota reserved for students from all india quota. Even if TN gets exemption from NEET, the number of seats available for non TN students, is not going to decrease. What we are saying is- NEET favours rich urban students and eliminates rural poor students (potential doctors), who will be the backbone of the rural PHCs in TN.

But, this issue is something which needs wider discussion.TN carved out its own pathway in determining the health care needs of the people, creating infrastructure like PHCs, medical colleges, district hospitals etc. Trust me, the quality of our hospitals and medical colleges are much better. Now, we have the best doctor patient ratio in the country. 1 doctor for 250 people, which is equivalent to scandinavian countries. Now, we have to keep improving the QUALITY of the infrastructure, not the quantity. There are other states that need more doctors because they have pathetic doctor patient rato. They would benefit from NEET as per your logic, which is true. Also, poor students would be better off studying closer to their homes because of the expenses involved and the benefits they get from TN government rather than going to other states for studying. The NEET is brought to filter the poor. In early 90s, Tamilnadu students faced the same situation where we have entrance exam coaching centers in nook and corners of the cities and towns having advertisements of cracking medical and engineering entrance exams. Later it was found only who had money/from cities went for entrance exams coaching and who are not affordable just went and attended the entrance exams without coaching center classes. Then It was like (M/2+(P+C)/2+ entrance exam marks)/300 formula is used to get cut of mark which is some what acceptable where the entrance exam marks are objective type question paper of same syllabus of TN government 12th standard books. But now the scenario is different. What earlier Medical students have to do and post NEET it is changing the social health system and the PHC system under TN government is becoming unstable. In earlier system medical students-graduated in TN medical colleges belongs to the state and neighboring states(quota), who have to compulsorily serve the TN government PHCs in villages for 2 years to get admission in Medical PG courses. So there is no shortage of doctors in PHCs in Tamilnadu. After implementation of NEET the first batch came out 2019 and it was found almost 60% of doctors never joined the PHCs for service, since they all are from upper middle and elite class who went for higher education abroad. From now onwards TN government PHCs which is having shortage of trainee doctors who can assist the government doctors. also NEET the students have to study different set of books other than 12th standard as well. TN government is one of the few state where the Medical system has saved the people from Corona pandemic.

🤦 you cannot appoint a DM with plus two marks. Eligibility is to have a bachelors degree and so is for all the other state PSC and UPSC. Which means they have already reached a position where they can make a decent living with their education. NEET is denying that bachelors degree itself to the underprivileged people. NEET was implemented with assurance that it ensures talented entry, uniform opportunity for all students from urban & rural, even poor can get. It was told that all coaching centre and poultry schools who train only +2 syllabus from +1willvanish. In tamilnadu few area schools were given example. But actually NEET made +2 study invalid and only who read NEET syllabus and for exam is enough. Entrance coaching becomes much costlier and hence rural or poor can't afford. MCI guidelines says private colleges shall fill only 50% with NEET, balance seats can be filled in management quota. Even those who got negative marks in physics and chemistry in NEET also got admission eligibility. So statement that NEET ensures talent is invalid. After introduction of NEET fees also increased, so another barricades for poor. In any way NEET doesn't helps in developing all categories of people. Also it is against social justice by blocking opportunity for all. Anyhow students have to score minimum pass mark to get MBBS degree. Which means minimum required talent is ensured there

Instead creating an unfair advantage to some sections of the society, by denying Entry into Medical Education, let the IMA conduct a Common lisencing Exam to ensure standards in delivery of Medical Education in the country. They can do it once a student completes a Professional Medical Educational program, like the Bar Council does for Lawyers. Those who qualify should be lisenced to practice medicine anywhere in the Country. That would be fair to all, while ensuring standards.

I mean, a student should face the test and get a minimum score to enter the medical course but the ranking and minimum cut-off marks to enter medical colleges should be given on the basis of the marks that the student have scored in the board examinations of each states. Admission to any college including medical colleges should be based only on the performance of the students in board exams. Only then really talented and hardworking students would get admission to colleges. In board exams, there is always a guarantee that systematic and dedicated learning attributes to success and high marks. NEET on the other hand requires extra coaching and is associated with probability (no guarantee of success) and luck. This is why there are increasing number of repeaters in NEET. This puts lot of pressure on young children. Competitive tests are a good choice only for employment. In case of tests for jobs, already the candidates would have taken up semester exams in their college and they would be well versed in their curriculum. In this case, conducting tests for jobs will help to select best candidates for jobs. To sum up, there should not be entrance tests for admission to educational institutions. Competitive exams are a good choice only for job recruitments.

Tamilnadu plus 2 syllabus is on par with CBSE syllabus. Tamilnadu students are far better than other states students in terms of hardwork and intelligence. Don't insult the curriculum and ability of Tamilnadu students without knowing anything about it. People from other states totally ignore board exams and simply prepare for NEET by attending coaching classes and they sit for multiple attempts. This is unfair. Also, NEET exam puts lot of pressure on students. Both economically weaker sections and middle class students ( of all boards including CBSE) cannot afford high fees for attending coaching classes. A student with a cut off of 198 out of 200 in board exam will be definitely a far better doctor than a student who has scored 720 out of 720 in NEET. That is why we oppose NEET. For centuries midwives attended deliveries. And few village men who were trained in healing injuries, animal bites and palliative care were forefathers of formalised medical profession. All one needs is the keen interest in medical care and a good academic scores in school. In Tamilnadu there is no entrance exam for engineering; and the engineers from Tamilnadu are ruling the software industry worldwide. Research has proven that the potential of urbanised village youth is tremendous. The government should have sense to realise the power of rural youth and remove the impediment of NEET exam in medical profession which requires enormous coaching cost. NEET only encourages Corporate entrance test training business.

Also the children from the rural areas cannot afford for NEET coaching, so they are automatically deprived of becoming a doctor. By allowing NEET you say that doctors should come from urban background only.

Not just for a sake, and it will be monitored on regular basis. That would help public to access government hospitals. When I was in TN, my fellow friends (tamilians) strictly adviced me to go only private hospitals and they said you'll get only poor treatments in government clinics. I really wondered. Because even in my native the PHCs are doing extraordinary jobs. Anyway TN government will face a set back soon. Mr. Stalin will get chances to pass such bills frequently.

In TN, there is drastic reduction of Tamil medium students from rural areas/ urban poor joining MBBS course after the introduction of NEET. The percentage of CBSE students clearing NEET is much more when compared to State Board students as the question pattern for NEET favours CBSE. Plus Two marks are made irrelevant for joining MBBS. More than 98% of students resort to coaching classes and coaching Business for NEET has become a multi billion industry. Majority of the students are making repeated attempts through these coaching institutes. Coaching business is out of reach to rural and urban poor as they don’t have the wherewithal to defray huge sums of money. Therefore NEET is anti egalitarian to the majority of students. Make the plus two marks as the qualifying marks as done before. The doctors who were qualified under plus two marks system have made huge contribution to the nation without compromising the quality of service to the patients at large. So argument of rich getting admission after neet is not very valid if data is not provided. - Does it increase the pressure on students during board exams?
