Maneuverability is also one of the reasons for small wheels. A wheel with smaller radius need little handle bar input to turn than a larger wheel. The larger the wheel, the more it resists direction change. Also the turn radius(especially U-turn) is tighter for a small wheel. But some of the places where small wheels will fail is bad road and long sweeping high speed turns. A larger wheel can go over obstacles with ease comparatively. In long sweeping corners, the smaller the wheel the more it has to lean to go through the corner and the lean angle is affected by lot of other factors and is not unlimited. try riding a xpule and vespa back to back and will notice the difference.

Bro, In scooter to produce High torque for initial movement, CVT(Continuously varying transmission) are used. It does the same work as the gear do.

Bro , Centrifugal clutch is also used in CVT type scooters , it will be inside the Wheel Pulley of the CVT housing, the small wheels is for Space saving and reduced speed , If the wheel radius is increased speed of the vehicle is higher because for every 1rpm of the wheel the vehicle moves 2*π*times the wheel radius,

Radius of the wheel and rpm are not proportional brother. Because though the radius are different, the distance covering requires same power because torque is directly proportional to radius

Radius of the wheel and speed of the vehicle are directly proportional , for example if u take an Activa with a 125cc engine and a bike with 125 cc engine , the bike would have a higher top speed , small wheels are done to increase the floorboard and increase utility , and also they reduce speed of the vehicle , for a bigger radius wheel the work required to move them is high because the work done by the wheels is high (so high torque is required)
