NHS surcharge are your visa requirement and not an optional go back where you find better then UK. You came on a student. Visa you have shown HOME office that you have sufficient funds to support you in UK. Where that money gone it's doesn't mean that you have funds your visa fees / tuition fees while working in UK.. Scamers you show funds in your accounts in UK once get the visa withdrew it and start working illegal after arriving in UK
