Why is China leasing Tulagi in the Solomon Islands? | DW News

The island of Tulagi in the Pacific Ocean is now at the center of a strategic game of diplomatic chess. This isn't a common description for the Solomon Islands, but since it established diplomatic ties with China last month, the US and Taiwan have sat up and taken notice. An Island with only about 1200 inhabitants, Tulagi has been leased to a Chinese company as part of a 'strategic cooperation agreement.' The company intends to develop a refinery on the island, but its potential use as a military base has experts worried. The deal came about after the Solomon Islands broke off diplomatic ties with Taiwan. The diplomatic loss was a strategic gain for China, which now has an island in waters that have traditionally been under the US sphere of influence. China claims these islands and unilaterally drew this nine dash line to claim all of this. Taiwan also has claims here, but all that seems to have been ignored. Taipei Representative to Germany Hsieh Chih-wei joined DW to discuss the issue.

    The US if it doesn’t want china there could just make a better offer to the Solomon Islands. The Solomon Islands are a sovereign nation that can make it’s own mind up.

    So what if China ultimately wants to build a military base there. If US can have a few hundred military bases around the world, and surrounding China with many of its bases, why can't China build a base there in that solomon? If USA thinks that they alone can do certain things, then they have to wake up and deal with the reality.

    DW, what's wrong with leasing an island? Are you suggesting that the island should be taken over by gun boat and killing as when the British took over Hong Kong in the 19th Century? Yeah, and the 2 Opium Wars against China then during the Qing (Ching) Dynasty were done totally very democratic, the British Parliaments passed the resolution each time round to attack China because China refused Victorian Britain to force huge quantity of opium into China and to take away tons of silver and gold from China.

    When Chinese hosts a casino in Cambodia, western media said China wants to build a military base there. Now, China wants to develop petrochemical industry on one of Solomon islands, forecast of military base again crops up. China operates a petrochemical plant on an island off Brunei for years, a military base has yet to emerge. The industry generates income for Brunei which has problems with low oil price. Likewise, the lease would inject much needed funds to Solomon Islands and more when production comes on line. Has Taiwan in all the years of diplomatic relation with Solomon Islands ever thought of starting industries to improve livelihood of people there ?

    In theory that would seem to be correct but are the leaders of the Solomon Islands and Sri Lanka truly representing the wishes of the people or just acting in their in own interests to acquire wealth and maintain power. The people of these countries do not seem to happy with the decisions made by their leaders. They are protesting about Chinese involvement and the state of their economies. The possibility of China establishing ports and military bases has increased political tension in each country.

    What rubbish is your "expert" talking? First, what China's unilateral claims? If China's claims are unilateral, that means no one else is claiming those islands. So why should there be any dispute? Your "expert" slants his half baked presentation against China. The UN has not decided who is entitled to the islands in the South China Sea. The so-called "world court" that decided on the Philippines case against China was no world court. It was a private arbitration panel convened unilaterally (yes, this time it's unilateral) by the Philippines, and paid for by the Philippines. It has no jurisdiction to decide on anything whatssever. Get a real expert.

    In 1930s', when Taiwan was a Japanese colony, Japan took control over the 11 Dash-lines (its islands, reefs & shoals) ...China protested .... but no other nations protested because those islands, reefs & shoals didn't belong to them. When WWII was over, the Japanese government had to return Taiwan and the 11 Dash-lines (its islands, reefs & shoals) back to China. In 1950s'/60s' when PRC (Red China) was being sanctioned by US ... and the ROC (Free China) was being protected by US military forces stationed at Taiwan .. the US forces were helping ROC to manned the outposts by rendering assistance to ROC in the logistics of transporting the Chinese military men from Taiwan to those 11 Dash-lines outposts in the South China Sea. But, when ROC was expelled and being replaced by PRC (at the UN) .... the US, (in order to contain and obstruct the rise of China) started .... (i) to dispute the legitimacy of the 9 Dash-lines ... and (ii) to encourage many ASEAN countries to claim "ownership" of those islands, reefs or shoals .... and (iii) to deliberately ignore the fact that 1982 Convention was not expected to deal with islands, reefs or shoals (already being claimed by China) (iv) to protest that these 9 Dash-lines contravene the freedom of navigation. Is this the way to talk about the "rules base UN international order"?

    Can you explain how 9 dashed lines on a map creates any sort of legal right or ownership of the South China Sea regardless of how long ago it was drawn, who or why it was drawn. Please can you show us all the official Chinese document proving irrefutable ownership of the South China Sea. Didn't think so. This is just bully boy China tactics, bending rules to suit themselves at the expense of smaller nations.

    In 1936, Mao held Taiwan cum Formosa independent, even through Taiwan was captured by Japan from Manchuria in 1894. Japan renounced Taiwan in 1951, while under Western occupation, principally the US and Australia, Generals MacArthur and Northcott, respectfully. In 1971, the representatives of Cheng Kai Shek were expelled from the the UN. Taiwan wasn’t mentioned.

    There is no country called Taiwan. Taiwan is just an island, the country name is Republic of China. And it is funny that the ROC complaint about the same treatment that the subjected PRC before that go as far as rejecting PRC from UN. In addition, ROC still claim whole of china, tibet and even Vietnam.

    Mr Shieh is either talking nonsense or trying to steer away from 1992 consensus. The 1992 consensus was agreed in Singapore with both the ROC (Taiwan) and PRC government in an international city! At that time Roc was ruled by a freely elected government under KMT, led by Lee Teng Hui who is a native Taiwanese. So don’t be misled by DPP and current Taiwanese regime!!!!

There is nothing wrong to lease an island to China with local employments to the islanders where the West had done nothing for so many years.     Some facts. The nine dash line is used to be called eleven dash line pre dating PRC (is ROC which represented China in UN). So it is a not a claim made recently. There is no UN position on this. The so called UN position was a tribunal court funded by US and Philippines and an arbitration court supposed to be valid when both parties agreed to participate. In this case China did not and therefore not legit. UN made it clear that this court is not related to UN.

    That is completely false. The 9 dash line violates more than a few UN positions including that you cannot own international waters and that you are only allowed a small 25-35 mile economic zone past the coast line. They also ruled on artificial islands not adding to that economic zone. Its an absolutely insane claim that sees China owning waters hundreds and hundreds of miles off its coastline but 15 miles off another countries coastline.

    @@meganh9460 facts, the claim of 11 dash line was made way before UN was established. Any law domestic or international usually does not cover existing exceptions. UN conversations do not apply to any countries that don't sign on. The dash lines (11 or 9) are not solid (border line).

Its China that wants to change the status quo in the south China sea, they need support to do that and they have none. So its a moot. China can try to take it by force if they wish but they will just set a horrible precedent, as they are incredible short sided. If they achieved such a grab, I wonder what their trade routes would look like when India claims the Indian ocean.

    Taiwan is not a country but a province of China. Currently, the Republic of China which operates in Taiwan island after the civil war & The People's Republic of China which now governs the mainland both claim to represent China. There is only one China in the world n most countries recognised The People's Republic of China in the mainland as the legitimate government of one China.

    @@graemewilson1400 how the solomon islands chooses to handle its internal affairs is up to the solomon islands. i find all those people getting triggered that china will most likely open a military base(because i strongly suspect that's what china will do) to be rather funny. other than tibet and vietnam, china has never invaded anyone. if you compare them to the most bloodthisty genocidal maniacs in history(england and usa), that's nothing. and yet australia chooses to side with the genocidal maniacs and fear china.....

    You dont see America claiming islands and land as their own do you? Compared to china that claim taiwan Tibet and south china sea. You see the difference? When saudi Arabia told the US military to leave, America gladly left without any argument.

We take freedom for granted; the more freedom a country has, the happier the people are, and it enables them to achieve their goals versus a king/tyrant/dictator's goal for the people/you.     @@afribusiness772 There are different levels of freedom given from varying democratic /systems in different countries.. They all allow the people in some form to share the decision making/power which allows self determination (freedom). Collectively these countries are called the free world. People strive to enter these counties for the opportunities they offer. They are all better than the alternative ; ruled by tyrants/kings and dictators. These oppressed countries have not being allowed to move forward and are under the sole control and whim of the ruler, who oppresses the freedom of people by violence and fear.

    People need to see how swift The Spratley Islands and Paracel Islands got established to be a Military base with missle defense systems and fighter ased aircraft. Military troops are stationed there for strategic reasons. The pure stupidity of politicians who failed to see the logic of Military Generals/Admirals. Who know in depth because their hard won combat experience should be seriously taken into view in the Pacific Ocean area.
