The thing is that people have extremely short attention spans on Mario Maker, because they can just skip any level they want whenever they feel like it. They don't owe the level anything, like they do in traditional Mario games. So that's why people like short levels with a clever gimmick they haven't seen before, rather than a long and winding level that takes long to make, even if it is a very good level. So yes, being clever at making your levels is often better than being an honest to god good level designer.
