Lower judiciary is selected based on exams and government influence is always there. So your "reforms" is misplaced. The problem with lower judiciary is salary is not enough and hence only a few good students apply for it, most take corporate job/private practice. Collegium only applies to high court & supreme court judges, and as much as you want to criticise it, it has churned out a competent judiciary. Collegium is backbone of ensuring independence of judiciary.

The problem with bringing law is it needs to be balanced, otherwise more than use there will be misuse and combo of less literate police & illiterate drivers may result in wrongful irreparable loss to the drivers.

This accident is one of the accident that we get to know of sadly many people lose their life daily and the criminal just get away easily. Poor people get jailed and rich guys just throw some money and fet away easily. This is the India we are currently living in.
