The real question is why the capacity was increased when there was no support of distribution. It was clear that old government made lot of Under table money through kickbacks by increasing capacities.

Basically we are paying the price of kickbacks for giving such sweet heart deals to IPPs

Thanks for explaining such a complicated economic issue in simple words. Lets hope your recommendation for renegotiating the agreements with the IPPs is taken consideration. Otherwise the masses are on the verge of revolt. On the other hand the IPPs should also realize the thininning of eonomic situation of the state. If the state remains economically stable then their investment would be of some worth In case of chaos and anarchy they wont be able to get a penny. Lets hope the sanity prevail on both sides and the poor consumers are given relief.

Very informative. Dr. Taimur you mentioned the IPP policy of 1994 but did we not double down after 2013? This is important as 1- The old 1994 plants were mostly small around 150MW 2 - Oil and coal prices in the following 8 years were low enough 3 - my understanding is the capacity payment on those projects will be very small now 4- The projects from 2013 are much bigger and were signed when oil price was over $100/bbl vs below $30 in 1994. So it was a much bigger mistake.

The best thing is that you have given the solutions and not just blatantly criticized everything.

Renegotiating will be even more expensive. Those sovereign guarantees are ironclad. That was the whole purpose.

How many local companies set up IPP. Why must they be paid dollar equivalents? 4. Increasing transmission line is a must. We should see this as defence of Pakistan. Defence budget should be utilized. 5. Quaid-e-Azam started Pakistan with 7 ministries. It is ridiculous a caretaker needs 22. Cabinets and others should work for Pakistan, not for grabbing privilege and perks.

Islamic republic of Pakistan is on path to achieve greatness when it comes to performing worst economic output great job !!

If IPP agreements are signed for Capacity and not actual consumption then Pakistanis should find who signed such agreements. Such signatories should be punished immidiately as these sound clear cases of putting money into someone's pocket. Pakistani people will be paying for such money for generations.

A very good summary Taimur. I've had the pleasure of being an auditor for 2 IPPs, let me tell you I was surprised to see the agreements. The first step should be to re-negotiate and acquire the IPPs that are owned by Pakistan based Investors/Owners. The government should financially suffocate these IPPS to and make them divest. I am not pro Imran Khan, but at least his government started to question and re-negotiate these killer contracts and got some relief. These crooks should be made answerable and brought to justice for the kickbacks, commissions and fatal decision making that is causing the tax payers to commit suicides. The tax payers (awam) paid to build these institutions first, they privatized those institutions and now the tax payers (awam) are paying to subsidize the same privatized institutions.... Jago Pakistanio khuda ke liye jago! Look what they have done to you and your generations. Anyway my full support to your recommendations! :)

Respected Professor. Mr Ishaq Dar is CA , and can run an accounts department of some commercial organisation. He doesn't know Economics and not have slightest idea about country Economics. We need an Economicist. IMF/ Financial institutions asking for Economic Restructuring, and all of doing jugglery and passing times. Mr Shaukat Aziz also did the same things.
