I like the silly time travel theory that says the straw hats will find the companion fruit to Toki's time fruit and travel to the past letting Franky becoming Vegapunk, letting Luffy live and die as joyboy in the past in inspire himself to go on the journey he did. Interestingly that would mean the one piece was a treasure that Luffy lett behind for himself and a select few others to find.

I think very soon, the final stage is incoming and imo it'd be weird if we learn about devil fruits after the war. Also SSG replaced the Warlords and therefore they'll probably be important during the final war, thus we should know about them before it's going all out. If I had to put a bet, we'll learn about Vegapunk and SSG in the next chapters cuz we still don't know what happened to Boa and how Mihawk escaped and ended up with Buggy.

More than likely oda will put him at the end of the series as luffy and his crew meet him and he explains everything and luffy would want to keep the truth of the world a secret. That's why shanks went from happy go lucky in ep.1 to very serious in later episodes because he met vegapunk and recieved the truth
