I feel like that was too much filler, the chemical reaction seals the top and the glue doesn't reach all the way down. If I had to fill such a thick hole I'd pour it in multiple thin layers.

I think they are using accelerators. They speed up the curing time. You can also try spraying with water or isopropyl alcohol.
