An infrastructurally endowed country may not commend itself to some in terms of a conducive environment to live and work. So, try to accurately cast your heading and frame your questions to closely reflect the theme (heading) rather than just throwing out phrases around. As the answers from your respondents indicate, culture, peace, organized, etc are various reasons they advanced, hardly has any of them mentioned things like employment opportunities, income structure, personal development, cost of living, etc which ought to be more important to someone seeking employment to weigh rather than fancy infrastructure.
