If I had to guess it's probably so that they can use the bathroom. Also you have to be able to turn it off when it's not in use/ not on duty so the battery isn't just being used for no reason. But yes it should be against police policy to ever turn off their camera when on duty and not in the bathroom.

I understand that. One thing is for sure though - there are people like this in absolutely every culture and background. There always will be. Your reputation is not based on others' actions. Of course you know that but it is not incumbent upon you to model for your own people either. If someone speaks badly like that of generally a whole race (for lack of a better term) then that is one to ignore. They probably generalize about cars, driving, food, ...etc. Cheers.
