For our software (not Salesforce), an admin change can be done same day (sometimes by the user themselves), possibly but not usually with testing by a second person. A code change joins a 'backlog' and is likely to be there for a month or two; has to be coded & unit tested by a developer & then deployed to a test environment where a tester performs functional testing; it's then acceptance tested by a user before being deployed to a 'QA' environment where it's retested before being deployed to live.
