I'm sensitive to fragrances in face creams and face wash. My face cream I use right now is fragrance free. Is it possible to buy two starter kits?

Not at this time. Just one set. BUT there are freebies when you submit your first order of $60 or more. Currently, you'll get a free full size of the Belif Aqua Bomb moisturizer, 135 lip balms, a $10 credit for your 2nd order AND free shipping.

I signed up and they didn't charge me to sign up and I didn't see anything on there for any starter kits

Congrats on starting your Avon business! There is an option to join for free and an option for thr $30 kit. I wish I knew why it didn't show up for you? Unfortunately, because you didn't join my team I'm unable to help solve this for you! Reach out to your mentor and ask for their help!

Is the 60$ you spend doesn't it includes inline order

Great question! I forgot to mention! It needs to be a $60 order that is placed on AvonNow.com and be delivered to the rep. Online orders do not count. But, when a rep orders brochures, samples and business tools, those count towards the $60.
