I have a Question, How does total Quality management differentiate a good performing organization from a poor performing organization

TQM is whole process which can hardly be reduced to a few simple aspects. Although I will give an example Taking decisions based on facts allow sellers to better bid on projects. A good performing organization will be able to know the cost of its operations. A poor performing organization won't. Therefore the poor performing organization might lose money on contracts without knowing it.
