What is the purpose of backlog refinement?

In #scrum, the #scrumteam work closely with customers and product stakeholders to create a backlog of items that are prioritized according to what most matters to customers as well as the organization.
At the start of the process, the #productowner works closely with customers to articulate the problem that needs solving or the feature that needs to be built, but it is kind of rough and hasn't yet been refined.
The team often need to refine the backlog to identify whether the work is ready to be included in the #sprintbacklog or whether more information is necessary to identify what needs to be done.
