What Is PVOH? │ Dissolving Plastic Alternative at Plascon Plastics
Polyvinyl Alcohol, PVOH, is a type of plastic that dissolves in water. It is currently widely used in products such as laundry detergent pods and food or cosmetic containers. It is made out of three basic elements, carbon, hydrogen, and oxygen.
PVOH has the special trait of dissolving in cold water within hours. When it is flushed through your water system, it gets processed by a water treatment facility. Here, natural bacteria will consume the remaining PVOH and leaves you with nothing but natural bacterial, water, and carbon dioxide.

Also, could you spray a sort of water-repellent coating on the rigid containers so that they don't get wet? Obviously you would need a way for that coating to wear off eventually so that it can dissolve in water when disposed of, but then maybe you can use it in wet kitchen/bathroom environments?
