I think they are afraid of garp

Kizaru just wants to have fun while fighting. He knows he could end most of his fights in a second but prefers to play as long as he is allowed to. He's an admiral because with this position most of his actions are justified, but he's so high all the time that he doesn't bother always searching for a fight.

That would be interesting I feel like it’s just because it’s his personality and he’s just very laid back and chill. Also he captured a ton of pirates at Sabody because he failed to capture Luffy so it sounded like he was angry to me and isn’t their ally.

Honestly, I think it's more likely that Aoukiji betrays Blackbeard just because of his history helping the straw hats from the shadows. He does nothing to get in their way during Enie's lobby, or directly afterwards even when we knew that he and garp were in the area. It's also possible that Kizaru was holding back at that so that garp wouldn't try to kill him.

Kizaru commented on Kuma letting them escape in an annoyed manner. There was no way to know where Kuma sent them, so of course he couldn't pursue. Kizaru usually toys around with his opponents unless they are strong enough to actually fight him. Rayleigh, Z(even though he isnt canon),Shanks, and Whitebeard he actually tried to fight

I think Kizaru cares and respects his fellow Marines. That's why he never tried to kill Luffy, because hes Garp's grandson. However, he wont hesitate to kill pirates with no deep ties to his fellow Marines.
