How should "hate speech" be defined, and should it be regulated? We went to the campus of USC to ask college students, who are on the front lines of America's free speech battles.

    Every word can be treated as "hateful" by someone. Even lack of words for some people. Hate speech is speech that someone hates and people have to deal with it not regulate.

    The way the white guy and black girl react to the question about whether "All white people are racist" is hate speech, pretty much sums up the problem. He _really_ wants to say that it's hate speech but she has already said it's not and he doesn't want her to call him a racist on camera for disagreeing with her. He was so nervous about what was going to come from simply saying "I don't know..." that you could see him physically cringe in anticipation.

    My typical experience has been that the "anti-racists" have been the most racist. Talk to any anthropologist and they'll tell you that race doesn't exist. It's a social construct, and it needs to go. It's as stupid as saying that blonds are of a different race...

    Fyrom will never BE US Trump won by Electoral vote which means he won by having more votes from every state and not by the majority vote.. Oh and Hillary had more dead, illegal and swinging state voters. Which pretty much sums up why she won the popular vote. I forgot which state it was but she had more votes on a state that exceeded the population that was registered to vote.

    Four or so years of broadening one's horizons, opening one's mind to new subjects, learning to discern the superficial from the profound, and generally becoming a stronger more independent individual.     Normally I'd agree that's the "ah those were the good old days" syndrome. But there's plenty of data about the rising authoritarianism and pro Marxism on college campuses. With free speech, this has happened before. In the late 80s and early 90s college students were also propagandized by Marxist professors into thinking speech they didn't like needed to be banned, but enough people fought back that the control of speech was dead a few years later. Bill Maher's first show "Politically Incorrect" started in 1993 in reaction to the authoritarian left trying to control speech.

    Hateful words are not violence. Just stop. I would rather know who the ones who hate me are by allowing them to express that. By keeping the hatred in the shadows you aren't going to get rid of it, just make it a taboo and thus more attractive to a lot of people. I'm impressed by the neutral stance you took in this video.     Just swap out "those with power" for "those with good ideas that can fight for themselves" and then it sort of makes sense. Speech regulation is the tactic people use when their ideas can't fight for themselves.

    If a member of a "minoriity" says it then it isn't hate speech. The only thing that should be considered hate speech is someone inciting actual violence against someone or a group of people. Like actually making threats or encouraging others to carry them out.

    Those things are already illegal. The term "hate speech" simply doesn't refer to those things. Otherwise you're importing buzzwords into law that will set very dangerous precedents and expansion of powers for politically choosing who is a criminal, which will include people who just said something ambiguous, misinterpretations, etc. But really freedom of conscience is at the base of civilization that you just don't want to throw away.

    At some point words can change the outcome of a situation. For example a young person grows up "hating gay people" then end up having a child. The child states they are gay. The parent disowns them or kicks them out.

    It's not violent speech that's illegal. It's the fact that calls to violence can make you an accessory to a crime. If I hire a hitman to murder someone, but do not actually pay the hitman, then all I have done is a call to violence. It's simply speech. Should it be legal to verbally instruct and give advice to a hitman? Should it be legal for someone in authority to order someone else to commit a crime?

    I could maybe ok with this is they had some modicum of consistency in their views. If you think racism is hate speech then you should think racism against white people is also hate speech. They say people should be punished for speech but if you give examples where that happened like the French comedian they suddenly think it's wrong.     Ano Nony The problem with your thought process is that people who want to ban hate speech also don't think anyone BUT White people can be racist.     the supreme court has categorically said there is NO such thing as hate speech, and that speech is speech and that ALL speech is protected. Many great lawyers have said, it is the uncomfortable speech which should be protected THE MOST.

    This is an excellent video, thank you for making it! I think it's undeniable that speech can cause harm either directly to the person hearing it, indirectly by inciting others to harm the person in some manner, or by *tangibly* contributing a hostile environment for a person/group. That being said, there are also harms and risks associated with restricting a certain type of free speech, and these harms and risks almost always outweigh the costs of allowing that category of speech. Furthermore, the problems that come from allowing free speech, especially when it comes to hate speech, can often be addressed with more speech. A really good philosophical paper on the topic is Joshua Cohen "Freedom of Expression". As for the "speech can be violence" issue: I think that people who think this have a point, but they aren't expressing it properly. I don't think they mean to equate speech with literal, physical violence. Rather, I think they're trying to point out that speech can cause genuine, tangible harm to a person - verbal harassment can cause psychological harm, a harmful environment can lead to constant feelings of stress and anxiety, etc. In fact, there is a genuine scientific case to be made that chronic stress has negative health effects (aeon.co/essays/how-stress-works-in-the-human-body-to-make-or-break-us). So there is a valid point in there somewhere, it's simply being communicated badly.

    Insightful glimpses at a handful of the quite numerous ideas surrounding freedom of speech and expression. When it comes to regulating speech, who or what agencies will be able to reasonably parse through speech so as to filter out what is not healthy for discourse, for debate, and for raising contentions. There are laws already in place and which criminalize speech which incites violence. What drives peeps to press for expanding those laws. This interviewee captured all of my thoughts: "Here at USC and on college campuses, it's important that we hear everything we possibly can. Whether that be something that we don't like. Or, something that rubs us the wrong way. I think it's important that we hear it. Because, we are going to go out into the world and we are going to hear it there. And, it is important that we're able to hear it here (on the grounds of a college/university) and form our own opinions and ideas."

    Hate speech or not, It is a numbing experience to see the lady at 0:35 and the black lady (in front of her white friend) just after that question replying " no that's not hate speech" without a single hesitation. All you need is to swap the word X in "All X are Y" to get a perspective! This partisanship is almost unbelievable considering they are at a college that is supposed to be a place where you learn your specialization and get a broader perspective! This partisanship and lack of perspective is what is really frightening and not what hate speech is and if it should be illegal or not. In a world where science,rational thinking & freedom have led us this far, it's almost unbelievable how many people that is trying to replicate that success just fundamentally misunderstand what made these things great to begin with!

    Hate speech is a form of disorderly conduct that involves direct personal Threat or Character Defamation. If the hate speech causes physical pain or a physical reaction (increased heart rate, trouble breathing, etc) then I think it Does constitute a Physical act of Violence.

    In Canada hate speech is defined under law as the communication of statements in any public place, that incites hatred against any identifiable group where such incitement is likely to lead to a breach of the peace. That needs to be proven in court, so before people get excited, there is still due process of law, and a lot of questionable speech is still legal under this section of the criminal code.

    I hate this terrible argument that we need free speech to hear bad ideas and refute them. It's a weak argument and it is wrong. I have a right to free speech because no one has the right to control my mind or my body and thus the expression of either. Also I will accept that speech is violence when you can measure, quantify, and prove the harm done by speech.

    A good way to tell if something is racist, is to swap the race being discussed. If the statement in *any* configuration is racist, then it is racist in every configuration. For example, change _"All white people are scum"_ to _"All black/asian/hispanic people are scum."_ If you think _any other form_ of that statement is racist, then it also is racist if the race is "white".

    To be fair, the ones who were asked if they could see the problem with their original idea of banning/regulating "hate speech" did confess that they understood how impossible it would be. I know we like to bash people with another opinion, but this guy actually made some good arguments and caused them to think. That's the best way to reach this new generation.

    It was nice to see that the students interviewed had more than one dimension to their thoughts understanding that Both the Litigious regulations required to enforce hate speech can so easily be used for the wrong reasons and that although they didn't always agree with the opinions it is good to hear someone with a different point of view. In Australia we have only used our Hate speech legislation a couple of times to limit only the worst of offenders which is why the laws still stand if they were to be more widespread in their use I suspect the population wouldn't stand for it for too long.

    When that young lady said that free speech mostly benefits the people in power, it couldn't be further from the truth. Free speech guarantees the right of the minority to petition the government for redress without fear. If the majority control what speech is allowed, what recourse does the minority have other than violence.

    Hate is just another emotion. "I hate hate speech" is hate speech. Setting a standard for defining hate speech is impossible since it depends on whoever got their feelings hurt. Sometimes it's unintentional. Sometimes, sadly, it's intentional. The root cause is the human condition which cannot be regulated. As a minority, I like to know who around me is a racist, hater, etc and their speech is often an easier way to tell rather than observing their actions since a lot of them don't act on their hateful thoughts ... yet.

    Canada was mentioned as a jurisdiction which restrict hate speech. Those restrictions can be found in Sections 318, 319, and 320 of the Canadian Criminal Code, which forbid hate propaganda. "Hate propaganda" means "any writing, sign or visible representation that advocates or promotes genocide or the communication of which by any person would constitute an offence under section 319." In this respect, Canada’s position isn’t much different from the US Supreme Court, which continues to consider “imminent incitement of violence” as a condition under which the right to free speech can be abridged. (See decisions in Brandenburg v. Ohio and R.A.V. v. City of St. Paul.)
