I thought a universal definition of a crime required an injured party? Is an injured party required for a crime?

Depends on how you define "injured". For some crimes it's difficult to define, e.g. white collar crime

Isn't it funny it's called a crime but it's not a crime without evidence. Crime could still happen where it does not register on measuring scale.
The streets of Manhattan the subways throughout the 5 vouroughs the streets of The Bronx Brooklyn Queens Manhattan Staten will under policing of the following energies for robbers,those committing assaults random attacks the following energy will come open you as curse. The chicken heart of death, super crack paranoia hell butterflies. The energies will remain embedded in the city. For violent individuals who chose to use weapons as instruments to cause bodily such as knives guns the same energies will come upon you and curse your weapons along with the plague of death and hell.
In Chicago a curse will be placed on the individuals there killing and murdering each other this curse will be made with all the dead who have died in Chicago in violent crimes acts of violence all their suffering in hell for those who went to hell the suffering caused victims of violent murders and crimes
