Russia got kicked from the faction for generating world tension (mainly by declaring war on Ukraine, Belarus, Karelia, etc.) but had a wargoal on Latvia from their focus tree. They didn't use it in time so Latvia got guarantees of independence from one of the members of the Triple Entente (basically just the Allies at this point), Russia declaring war on them brought it at war with the Allies. They obviously lost, also no thanks to the fact that they have no manpower (which causes divisions to be destroyed pretty much instantly)

​​@@CitizenOfEmpirein the game, after the alt-historical Second Russian Civil War is over, there is a choice to move the capital to either Saint Petersburg, Moscow, Vladivostok or to keep it in Chita which acted as provisional during the civil war and make it the new capital. Anyway, putting aside the game, even if it was historical there isn't too much of a disbelief to have Moscow as a capital of a restored Russian Empire, even if more probable to be again Saint Petersburg. If you think, even if hypotetically speaking Russia restore the monarchy, there is nothing forcing them to move again the capital from Moscow, especially if you consider that it was really Moscow the original capital and only in the 18th century did it become Saint Petersburg, and of course any city of the state could theoretically be chosen to become the new capital in this hypotetical scenario, and again, while it's more probable for the historical reasons to be Saint Petersburg the chosen city, Moscow could work just as fine if you consider that it's already working fine as a capital, it was the actual city from which the state was born, it wasn't indeed a case that in the past it was also called Muscovia, so it was the first capital and the one from which the Russian state is born, and it's also a strong city from an economic and industrial and cultural point of view, and it is also the most populous city of Russia.
