What happens when China builds your country’s internet?

Throughout Africa, countries are being connected to the digital economy for the first time, making the internet accessible where it once was not. In Zambia, communication, banking, and public services are all going digital.
As in many African nations, this is all happening with the help of China. But China isn’t just spotting good investment opportunities; nor is it trying to win favors from smaller countries. It’s changing how we think about the internet.
Quartz went to Zambia and found that the fact that China is building a country’s digital infrastructure doesn’t necessarily mean that the country wants the restricted, censored Chinese model of the internet. But no matter what, it makes governments stronger, whether they are democratic, authoritarian, or something in between.

    @clement. Thats because its insanely hard to to invest hugely in human rights violation areas or where corruption is huge. Thats why china is the only trading partner for major dictatorships and a massive debt causer. Sri lanka had to lease them land to get out of it.

    Because the USA is stuck dealing with domestic problems. Basically when you have freedom to speak, you speak a lot. Also the local government decides whether they want freedom of speech, not the US government, and considering Zambia's fall from democracy, I don't think the government would accept more freedom of speech in their country, and China builds stuff for them, so they would picked China no matter what.

    Western countries have been greedy ans selfish for centuries. They have occupied the resources and mines in Africa, but they haven't paid much for those and have done very few things to improve the local societies, and they've even been selling African people as slaves. If the same thing that Chinese firms and European/US firms want from African countries, Chinese always make much much better deals for African countries, to modernize the countries. Western countries envy China, so they slander China. Why don't western countries make better deals to help African countries? Why don't they apologize African people for the evil things they have done, and help much more to modernize African countries? --to make up the resources and human lives that the western countries have robbed away from Africa.

And I also support more surveillance because we are bordering Somalia, great people but they are grappling with terrorism we also have a terrorist in our country called Jawar who literally caused the death of 80 people because of a crazy whim we need to develop we need peace I believe that is our greatest priority at the moment maybe then we can have conversations about democracy because our people that deserve opportunities I know this plays into stereotypes but people are starving that also needs to considered.

    Yes.. they also showed Chinese telecom plans 1:46 in India that's simply not true. All Indian companies use telecom equipments from Samsung and Nokia. Airtel is Indian company and not Chinese. But they use Huawei equipments out of India

    @Akmal Ahmad thanks for the comment man. But i guess you have quite a niche understanding about how public companies work. Yes shareholders own a piece of the company but they have no power over the decisions made by the ceo and the board of directors. Even if you own a controlling share of the company you dont go and ask the CEO what to do. And companies are still beholden to the laws of the country they are affiliated with. Public or not no one can stop a secret meeting between the ceo and the government when national security interests are involved. At the end of the day the animosity towards China can only be traced to the narrative that America is afraid of losing its economic dominance that would result to lesser influence in the world stage.

China is still attempting to kill their lawyers like they did in upto the 1970s but mainly only human rights lawyers because the only human rights people in China (PRC) is lowering the bar as to what counts as being in poverty (the bar used to be US$1.50/Day or less to be in "poverty" but for a couple of years now its been lowered to US$1/Day to be in "Poverty"). African nations also can't afford to repay loans to China (PRC) because the way loans are set up is where the "win-win" situation is designed to only be "win-win" for china because the PRC wins by having loans repaid early or china comming in a repossessing property such as ports, airports and railways or forcing countries to repay debt by giving them natural resources such as Oil being repaid by Venezuela or other materials.

    A telling anecdote as told by journalist Howard French: A few years ago the US state department announced a 200 million dollars infrastructure project in a Western African country. No American company wanted to do it because they didn't think the money was worth the risk, as they saw it. So a Chinese company did it. An American official told Bloomberg a few years ago; We don't do infrastructure. Not as a lament, but as in "Don't bother asking us to do it." The Chinese do not care if you are a democracy or not. They do not care about what you think about the environment or the press or women's rights or the war on terror or any of the things Western countries demand that you do. They care about doing business, and in a distant second if you are willing to take money for not recognizing Taiwan as a country.

    Sơn Võ English is a confusing language for people who are learning it, mostly due to the amount of random rules and exceptions the language contains.     They are all lying! 20 years ago China was the only option. Today many foreign nations realized Chinese growth is linked to Africa! Therefore Turkey, India, Iran, Dubai, and many others are offering services to Africa. Russia has finally joined the game as well. So you don’t need to deal with China. I believe Vietnam also helped build a 3g network in an African country.

    A sad truth for African friends: Companies which are building stuff in ur countries are state-owned corporations, they act as direct tools of communist govt, they are doing these bcoz our govt sees there are a lot of potential political, economic benefits later on. For the Economic part ,We are helping u bcoz we know what our position is in the global division of labor, our products need a market to sell and they wonderfully fit the African markets which are very sensitive to the price and have a relative better tolerance of quality. Our bulding behaviors are already giving u a positive feeling towards us, it is more likely u would consider more about our products. For the political part. Have you heard of the saying "The politics is decided by economy." Firstly, we build ur roads, railways, then we build your airports, network, if possible, we can invest in our electricity, food supplies and education. At that time , u would know how we can dictate ur govt. In terms of levels of modernisation, African countries score lower than us, and ur countries doesnt seem to care to pull the trigger to the protests who go against govt. Less protection of human rights and lower level of enforcement of rule of law. these things are exactly what we seek from u. If we can get u into our shoes, how dare western countries and US to critize us, how many countries are they and how many countries we have. However, this is the sad part, we know ur govts are also corrupt, money works best for these kinds of ppl. If u ever want to seek for a change , it will be chinese money, power u r facing in the future, bcoz apparently our dictatership one- party govt would support those corrupt officials who show favors of our way of governing. China gives fake freedom to hk, do u think we would like to see more countries to become democracies ?

    It's embarrassing how this guy is trying to connect what's happening in Zambia with China. Live China alone, I m a Zambian and I can tell you personally what great things China has done. I can't imagine how our country would have been without China. Say whatever you want to say but what is on the ground is what counts. Man China has made life a bit comfortable with cheap but quality products,roads bridges and as far as I m concerns the are not invading an country with arms, wars. Leave Zambia alone. Don't associate our problems with China that's wrong.

In Zambia, communication, banking, and public services are all going digital. As in many African nations, this is all happening with the help of US. But US isn’t just spotting good investment opportunities; nor is it trying to win favors from smaller countries. It’s changing how we think about the internet. Quartz went to Zambia and found that the fact that US is building a country’s digital infrastructure doesn’t necessarily mean that the country wants the restricted, censored US model of the internet. But no matter what, it makes governments stronger, whether they are democratic, authoritarian, or something in between.

    Very weak reporting, you say Chinese companies are building the internet in Zambia, and then say China is affecting Zambia's Democracy and government for the worse. But you don't really make the connection between the two. Most of the reporting was based on conjecture and assumptions. No real evidence to make such a conclusion.

    @@abandonedchannel281 not true at all. a company exists because it wants to make money (both private and publicly traded companies), so if it wants to survive, it needs to follow the rules of the country. who sets those rules? the government - especially in the case of authoritarian countries. look at China, Russia, Iran - any company that has a half-decent operation going will be heavily regulated by the government. in China for example, you cant even start a business or keep it going without the government installing a monitor (basically a government representative or team) directly into its board of directors. citizens who use its services and products don't have a choice, and if they protest, they will be arrested. a company is NO MATCH for a brutal government that controls the army, the police, the courts, the judges, the stock market, the supply chains, and the infrastructure.

    Only time and luck can tell if Zambia still has enough financial resources to pay back the loans from People's Republic of China. It all depends on what kind of projects that the Zambian govt is prioritising at the moment and in the future. Transport projects and hydroelectric dam projects would be financially risky ones.

Ask your ancestors despite thousands of years, China did not intentional invade Vietnam, only once in a while to teach the ungrateful Vietnamese government don't bite the hands that feed them. China only apply the Tributary System to her neighbors for thousand of years, never invade for land.

    Interesting, so internet sovereignty is quite technologically viable.. I guess if early digital anarchists or escapists are already deceased they are spinning quite fast in the graves or will in the near future. Although, it’s also really obnoxious and paternalistic to hear from westerners about values you ought to have in order to get basic conveniences. People want LED TVs in their homes not some vague promises of free and unobstructed assembly, you can’t get nutrients from freedom. But the same time internet made without China is also quite an interesting place because you basically get runet. Yes, it’s a safe space for hackers, pirates and some occasional child porn but it’s also a birthplace for telegram and potentially even bitcoin

    Quartz just would like to see another type of internet, e.g., ....I just found out I can’t name any ones available here, oh wait, may be Quartz you can help to tear them down and build your own type of internet you want from scratch for them, then I will open a channel and interview some locals to hear what they have to say, they must be much much happier, I can’t wait to see that day.
