    I don't understand why the person didn't just use a slightly longer 2x6? Why shortcut for practically no gain to oneself and risk one's reputation as a cheater of homeowners?

    I wish it were as simple as “measure twice, cut once”… but I don’t think that’s what happened to this home. Fortunately, we’ll get to make that and many things better soon.

    Where I come from, that's a scab. Sistering is full bearing on both ends. Scabbing is anything that isn't bearing on both ends...

    I agree with that, and will add that you should sister from sill to sill in order to have attachment points. We do not remove rotted floor joist unless we can cut out and remove it from top down (gut and rebuild). Those rotted floor joist are still attached to and holding up the subfloor (if present) or the finish floor (if not present)
