Police, prosecutors, retailers, private security and neighbors complain shoplifting or organized retail crime is a citywide epidemic in Portland - largely fueled by drug addiction. Criminals are literally stealing merchandise off store shelves and walking out the front door with little or no fear of being arrested or prosecuted.

    Update: New data shows Multnomah County District Attorney Mike Schmidt is prosecuting less than half of all misdemeanor theft cases sent to his office by police. So far in 2022, prosecutors in Multnomah County are prosecuting 46% of theft cases involving less than $1,000 in goods. That’s compared to an 84% prosecution rate in Clackamas County, and a 93% prosecution rate in Washington County for the same crimes, according to data provided by all three offices.     This is due to the statewide shortage of public defenders. The body with the power to fix that shortage is the Oregon Legislature, and they move at the speed of smell. Call up your rep and tell them this is important and you won't vote for them if you don't see change. That's about all the leverage we have.

    In order to prosecute more you need more prosecutors! In order to have more prosecutors you need to fund the DA’s budget which hasn’t happened. The other side of this is that some of the biggest offenders are a part of organized crime. HD, Lowes, Kohls all the big box stores report that van loads of thieves arrive in their lots and they swarm the stores and grab and go.

    in 25 years we will look back and say, "I remember the days when you could go in a store and just pick something off the shelf to pay for it". I think if this continues to happen the retailers will still have stores but they wont have anything on the shelves. You will go in there select items you want, pay for them, and then they will be shipped to your address from a local secure warehouse. Or you'll go pick them up and things will be in such a way that you cant steal.

    I've seen that happen before, on a smaller scale,. I remember buying some video games where they didn't have them on the actual shelf, instead they had a slip you took and showed to cashier, who would get it from the back room and that was back in the early 90's at Toys R Us. Then, there's the issue of stores closing anyway where theft is the catalyst but not the cause- the cause is online shopping

    I work in Africa Almost every reasonably sized shop has security and you’re receipts get checked when leaving . Shoplifters get instant justice via a club across the face .

    @@pauls3204 its true that most stores have security but in most countries they are not allowed to hit people across the face they will either take back the stolen products and kick you out or in case you damaged something they will detain you until police comes (common sense)(at least that's the case in north African countries). i don't know which countries you worked in but linking something you experienced in some of them to the whole continent is ridiculous .

    I was in Walgreens recently waiting in line for >10 minutes for a clerk that was ignoring me while she was screwing around with inventory. Meanwhile I watched a man grab what was probably $200 worth of merch and walk right out. The clerk asked him of he planned to pay and he walked right by her with out so much as batting an eye in her direction. Semi-sarcasticly I asked if I had to pay and in a really nasty tone she snapped back 'yes.' I have to say its a sad day when the criminals recieve better customer service than the paying customers.

If the store does not stop them then why would a customer. If the thief gets hurt while trying to stop them, you may be on the hook for it. Crazy messed up times

    Years ago at work an employee asked me if he could borrow $5 . Of course I said no . He said he will take a check . I said I do not think so . This is the same guy who told me he steals steaks at the grocery store . Go figure .

Mike Schmidt even got me to change my voter registration a year or two ago over his lack of prosecuting crimes. No wonder our city has gone so downhill.     I work in retail (not in Portland) it is awful to have to watch people steal. We try to "customer service" them to deter, which sometimes works. There are scary "professional" thieves who you better just stay away from. People who give stupid stories, are on drugs etc. PTSD is a real problem for employees, it gets under your skin till you can't stand it anymore, and just walk away. Some people excuse it as "they need it" nobody needs Nikes, fragrance, Jewelry. I'm not going to get hurt for this, and if I tried, I would be fired. The store looks in my bag when I leave though...

    @The Cycle No, my perception of society was widened by these more recent events. There was always "shoplifting" in the store, but never at the pace it has become it the last few years. Never had felt any danger (robbery at the cash register has always been a possibility) from those that stole items. Most customers have no idea of the scope. We have to tell them we don't have the item or size because it most likely stolen. The police will come, but the corporation refuses to let us call. The manager has to call the corp LP and they decide if they call the police. Occasionlly the regional LP comes to the store, and has caught a few, or the police are going through the parking lot and catch some runners.

    DM, I'm in Toronto and have seen this sort of thing a number of times. One guy just walked out of grocery store with meats hidden away in his jacket, another at walmart walked out with a cart full of groceries, and yet another at walmart, waiting in line to use self-checkout, just walked out with all his items in tow.

    I’ve experienced this in Pioneer Place working at my company‘s pop-up shop. I remember some individuals who came in and we’re talking to me and after listening to their story I could tell there wasn’t really good in any of it. I talk to them for about one hour maybe two and after a while I was sitting there knowing that they wanted to take stuff from my store but they wouldn’t just say it out loud. At one point I was kind of nervous because it was just me and I was going to tell them look if you’re going to steal something just do it now and just take it so that way I can end my day.

    I worked in retail for 8 years at a big box store 30 years ago. Back then, the security people would go after thieves and if attacked, fought back. Security got their teeth pulled when a runaway thief was hit by a car and successfully sued the business. Judge should have told the thief that injuries are part of a thief's job, so a thief has no right to sue. This is the end result of allowing people to do whatever they want and not holding them accountable.

    This sounds like the onset of communism. I’m also tired of people saying “no, you’re just too conservative” I’m actually not - but I know communism especially since it STILL exists in CHINA and RUSSIA. Now listen, allowing people to steal is not just to allow the crime to happen, it’s to discourage the companies and stores to run a business and make a profit a la capitalism. It’s meant to start a new wave of allowing criminal activity to take away business from stores and in turn, they close. People need to rise up and protest this BLATANT attack on their lives. Waiting in line for a food ration of bread and water is not ideal and just because it’s the US of A doesn’t mean it’s not coming.

    Saw a dude literally beat down a couple thieves with a baseball bat he picked up in said store. Once they got to the parking lot came the beat down. They both left their stolen loot behind and drove off. Need more people like that

    Only way it can be addressed is through lawmakers. They are the only ones that can change the laws enough to make this type of crime the last thing someone wants to do. Radical changes like reestablishing state work camps. Convicted shop lifters don't just go to prison, but go to hard labor work camps for a minimun of a year. Where they work outside in the hottest sun and coldest cold. Where they watch zero TV. Listen to zero radio and have very little access to personal time. An experience so grueling, once a few are convicted, others will avoid it like the plague.

    In Canada and the US from 1957 to 1996 there was a retail chain called Consumers Distributing. A customer would go into a large open area at the store front (no products on display) and would open up a catalogue. Customer would then write down the catalogue number for the item(s) they wanted, pay for it, and wait while it was brought out from the back warehouse. That’s pretty much the way we are headed again, just to buy a freaking jug of detergent. Of course with technology improved since then it will look a little different, but the concept will be the same.

    The "Good Samaritan" law DOES exist in cases of First Aid when you come to the rescue. In that law, you're protected for any suit or consequences of a wrong outcome, because you TRIED in the moment. OF COURSE IT can be extended, and probably fairly easily. It' already enshrined in medical law.

    As a retail employee for 10 year's. I've worked at 5 separate companies, not a single one has paid me enough to give a shit tbh lol Theft isn't even really a crime in most places, like if you steal less than 500 bucks worth of stuff, your really not expecting anything even for multiple offenses. The punishment might as well not exist. That's not even counting the fact that enforcing a ban on someone in a store, is hard and requires a call to the police every time you want to kick them out. It's a massive hassel and too many people steal to really keep track of. That's without even mentioning, some people "Pretend" to steal on purpose so that they can accuse the worker's of Profiling, Defamation and False Accusation. If you cannot give, definitive proof that they stole by Camera, and they don't walk all the way out the store, you can't call the police or accuse them, it's not worth the risk. And here's the thing, they won't sue the company, the sue the poorly paid employee instead. That's why if I see theft, I won't say shit unless it's unreasonably obvious. Like carrying a huge amount of merchandise out the store in their arms obvious, it's not worth the risk or pay on my end.

    Experience has taught that the old ways often lead to more violence. Many retailers will arrest and hold, but they will not chase or they will not chase beyond a certain distance. For example, Target will not chase beyond the red balls. Best Buy will not chase beyond the sidewalk, which is why they have such deep sidewalks and why they use a vestibule. It takes longer to get away.

    I don't understand why they're not apprehending these fools. I worked for a K-Mart as a LPO when I had left the Marines and was attending college in the 80s and we would apprehend and detain until cops arrived to haul their butts to jail. Had one guy try to pull a blade on me, that he had stolen, and I just beat his ass. No problems with lawsuits and shit. Nowadays I guess they think it's less trouble and cost to just let them get away with it, but clearly it's not with so many big chains having to close locations because they've let it get so out of control.

    I was in Beaverton last summer at Home Depot. There was about 5 Beaverton Police surrounding a Blond man. I said to an employee,” Hey, what is up? What did that guy do?” Turns out…he was a SHOPLIFTER. The DA in Beaverton PROSECUTES….Mike Schmidt, Portland DA….doesn’t do ANYTHING!

    It's more common now for it to be locked up in cages or glass cases in my area. The cable thing doesn't do much as it only alerts when something is leaving the store without being paid for. Doesn't work if no one stops them which is pretty common. A few stores just leave the shelves empty and if you need detergent, have to ask someone for it. They keep them locked up in the backroom.

    I worked at a retail store in Portland not too long ago. My job was to stand at the door and make it so people think twice about stealing. But we were not allowed to grab the cart or actually touch the person. Not even allowed to accuse them of stealing. Every one is so damn scared of offending someone or getting sued that they wont even let LP do their damn job.

    As someone who worked retail for about 7 years workers are not responsible for these people. We are under paid and sometimes these people have weapons on them. The irony is that the store's security spend more time monitoring the employees than the customers. If the store even has security.

    Ya it won't hurt them at all. In many cases they were given Tax break incentive to open here in the first place like the Nike store. This also is an issues happing from East right across to the West coast, In rural mill towns in Maine at the Walmart for Portland OR at Nike. Police need to make this kind of crime more of a priority by stationing an Officer in theses stripe mails instead of wasting time on dumb sh*t like giving parking tickets or other mundane infractions.     I have a good story while I was busting my ass working at Lowe's as a cashier, I saw a guy rolling a cart with 2 dyson vacuum cleaners towards the exit, I kinda got in front of him and asked to see a receipt, he handed me a receipt and then kinda went around me during the 3 to 5 seconds that I started to look at the receipt. It was a Mcdonalds receipt for a egg mcmuffin. I was frkn mad all day, dude just made more money than I would in 2 weeks working that job.

Here in Canada we have a real homeless problem, where even people with money and married couples, are having a hard time paying bills. Without all the other variables, the shortage of living space is enough to cause havoc throughout a community.

    A friend of mine worked at a PetSmart for several years. He once saw a well-known crackhead try to shoplift a giant pre-built cat tree, but he ended up breaking it on one of the sliding doors on his way out. He then proceeded to leave it in the parking lot and took off on his BIKE. Yes, this man was planning on somehow carrying a massive cat tree on his back while riding a bike. Absolutely mental.

    We are going the same way in the UK. The law protects scum. If you are a retail worker or security and you engage in a confrontation with these pieces of garbage you could end up losing your job.     The final year I worked at a Home Depot, I moved onto my new career during our yearly inventory count, and they were at -$6.2 million dollars in missing merchandise, and they weren’t done counting yet. It first was a mild joke amongst our staff until the number kept going up and up and up, then the jokes stopped and even the chatter stopped. We knew we’d been hit many times and see run outs with carts full. Management was trying to spin this on the employees like well “if you guys would say hello to customers more, they’ll see you and not steal.” Loss prevention at stores are a joke for the most part. They’ll claim how brilliant and high tech they are, and they’ll ingrain that into their associates too through training videos. But it’s a total joke. When I watch these things I just automatically think how dumb the ones at Target or Best Buy are, cause for some reason those 2 stores are the ones that have the loss prevention who are “allowed” to chase thieves and tackle them and yank the merchandise back. But seemingly no other stores are really like this.

    It's easy to explain why stealing is bad you just need hand cuffs and give them a 6 x 10 cell. We need to build bigger prisons but they must be run humanly. No over crowding. Teach prisoners to do employable skills. We also need to stop rewarding women who initiate unilateral divorce with primary child custody. Child custody must come from a default standpoint of shared custody.

    This is such a problem even more so these days. I see this all the time I live in Brentwood Ca in contra costa county I have seen people walk right out of Home Depot pushing a cart full of items without going through a cashier, not running but walking like they weren’t doing anything wrong. I have seen women in Safeway with a large duffel bag in their cart just filling it up then go through the self checkout and ring up a few items but not what was in the duffel bag. I reported when I saw people steeling liquor from Safeway but nothing was done and they acted like I was bothering them for reporting it.

Getting cleaned up and becoming a contributing member of your community again, should be your pentenance. Trying to be better should be a requirement which can grant you amnesty for your past actions. I see a lot of homeless saying "do you think I want to be here?" If thats true, prove it. Work with your local Gov and try to be better. For the ringleaders, double the penalty for their crimes and put them away. Very stiff penalities, crime will slow down when people can't live the jail after they have been arrested. The word will get out. The risk is to high again.

    I literally witnessed this just the other day, I was visiting a Walmart down in Biloxi Mississippi, and as I’m walking to the door I see a dude walking past the registers with a backpack on with the tag STILL attached that has been clearly filled up with stuff. The door lady tries to ask him for his receipt but he continues on and ignores her like she was never there and then passes me and the theft alarm goes off, still just walking on like nothing, because this video is right, they know there is nothing they can do to stop them.     Businesses are and always have been allowed to stop and even detain shoplifters. It's called shop keepers privilege and every state has a law saying this. The reason stores don't is liability. Having employees stop shoplifters isn't worth the risk of them being injured or worse, and insurance companies don't like it, so they let them leave.

    My husband worked at Lowes for about two years and there policy at Lowes was to not touch anyone if they were shoplifting as the repercussions were too risky….and the criminals knew this….walking out with all sorts of stuff….I was shocked!

    When I worked at a large store in Portland, we were told not to do anything about a shoplifter other than alert the manager. This is mainly due to criminals having more rights than the non criminals. If a person were to accuse someone of stealing before they leave the store property, the criminal can sue for false arrest claiming that he/she never left and was going to pay for the items, even though it was obvious they had zero intentions of paying for anything.

    it not that the criminal have more right, it just that they take advantage of every right they have. and yes, until they leave the property, they havent steal anything. as an employee with the multi-billion dollar company behind you, if u do anything stupid and teh theft pretend to fell and hurt him/herself, that a major milti-million dollar law sue from teh theft, and the company still have to pick up ur worker comp too if ur hurt, it a double lose for the company. so it in their best interest to just let it go as long as no one get physically hurt. if the problem get to the point where they are losing un-sustainable profit, they just move business else where. they dotn lose anything, its teh community that lose out if they move business. it teh community that voted for official to run teh city that way, and if the official u voted for dont do their job and ur community suffer, well u got no one to blame for but urself since it was ur vote that put them in office. this generation are brain wash to think that deciding which bathroom to use is far more important then anything else, so they spend 99% of their time figting for bathroom usage right rathern then important stuff like survivability for food source.

    I worked retail for nearly 3 decades. Yes, the average employee was NOT to apprehend shoplifters. THAT DIDN'T MEAN EVERY SHOPLIFTER WAS GIVEN FREE REIGN OF THE STORE. Up until I quit about a decade ago, SHOPLIFTERS WERE DETAINED AND ARRESTED by those trained to apprehend and of course law enforcement. Quit lying to people acting as if NO ONE was ever arrested for shoplifting. The free reign didn't happen until recently, and because everyone is so afraid and happy to live in fear, evidently for the rest of their lives now.

    been to Portland many times and frankly I have no idea what the appeal is or was......its seems like a dirty cement jungle and normally, it gets plenty of rainfall but when it doesn't everything looks brown and dry and they don't have sprinkler systems to counteract the dry spells.....only good thing about Portland is they have good Goodwills and they have Bob's Red Mill.....

    it's almost like people realize that the liability of getting involved isn't worthwhile. if I get hurt, who pays my medical bills? if I hurt the thief, who pays for my legal bills? we've created a country where it makes more sense to stand by and buy get involved

    In an alternate universe, store owners could use a middleman to hire sadistic masked thugs to stand guard and beat the living crap out of anyone they caught stealing. The thugs would be paid in cash by the middleman, off the books, and the store owner would have deniability. Something like paying some Mafia goons protection money, but then actually getting protection.
