MoD develops Infra-Red Reflecting (IRR) paint with very specific IRR properties at great expense - there's even a Defence Standard for it, and a NATO one. It then contracts out for manufacture at great expense and issues it to units. Who then dilute it with petrol to make it go further, thereby neutralising the very properties it was developed for. Don't you just love the false economies at unit level in the Army. I tried explaining this to a QM Tech at a Gunner regiment in Gutersloh in the late eighties - it was like trying to explain nuclear fission to a piece of cheese.
