I WALK ON THAT BEACH ALL THE TIME...THEY KNEW THIS FOR MONTHS AND YEARS AND COULD RE-ENFORCE IT VERY EASILY WITH AVAILIBLE CITY AND STATE FUNDS... WHERE IS OUR MONEY REALLY BEING SPENT!
