It's actually important that Kane isn't in the Ministry because it proved that the character had long-term value since he was over without being tied to Undertaker.

The Ministry doesn’t get the credit it deserves. They were doing some of the edgiest stuff during the Attitude Era. Unfortunately, the stuff they did kind of gets overshadowed by some of the other stuff that was happening around that same time. I remember being in middle school thinking that some of this stuff was legit scary af. They were really able to suspend disbelief. Them sacrificing Austin, the abduction of Stephanie and the hanging of The Big Boss Man are still some of the craziest scariest storylines ever told in wrestling.

Kane didn’t need the ministry. The Brothers of Destruction were the 2 epitomes of hell. 2 different representations and 2 different definitions of hell. Kane, the fiery depths of hell where souls burn for all of eternity. UnderTaker, the dark pit of hell where lost souls are eternally met with damnation. The Ministry would’ve killed Kane’s mystique and his character. So Kane wouldn’t have fit.

Unfortunately outside of the Uncle Howdy stuff I dont think supernatural characters or groups work nowadays like they used to. With the curtain being pulled back so much it's just hard to feel that suspension of disbelief, which is why the Judgement Day initially failed before pivoting. Back before social media there used to be this sort of mystique and now you can't maintain that. It's hard to explain but even with knowing wrestling was scripted as a kid i really thought Taker was a dead man and that he and Kane were really brothers. You can't do that now

Ministry really did elevate those guys. Mideon was more memorable then Phineas Godwinn. Viscera was a way better character than Mabel and made him more scary. Ron/Farooq was needing a new direction after losing the Nation. Bradshaw floundered for years and finally found his place with Ron.
