Bill is one of the characters that had the best development throughout the series.

Here is hoping I like him more as the show goes on! Right now, I can't stand him because of how he treats Ah Sahm and the Chinese in general.

We saw Penny buying the sleeping powder last episode when she asked for a double dose. Must've been using it everytime he asked her to sit with him
