Genius of Porsche + unlimited money + the car was meant to set a new world record for land speed (not just make an attempt) to uphold Mercedes' reputation. The initial target for the car was 550km/h, but because the LSR was raised to 595km/h in 1939, while Porsche was still designing the car, he had to set a new target. So, Mercedes had a reputation to uphold and most likely they did not want to have the ugly surprise of building a car that would be obsolete until it makes the attempt, therefore they went for a target that was highly unlikely to be achieved by anybody else... like +700km/h.

By having the 44.5L, 3000 hp *plane-derived* engine, plus it has *multiple* fuel tanks. 750 km/h is *claimed* though and the car was *never tested* because the aimed top speed (550 km/h) for the LSR (land speed record) was *outdated* at the time.
