Taking off front panel to clean it is fine. There is no need to remove interior control, once you pull the plug there is no more power. It’s ready to remove.

Typically yes, most window units just sit on the sill and are held in place by the window. Larger ones like this one have a support cage mounted on brackets on the outside because it’s weight is too heavy for just the window to support. On these, you have to disconnect everything and slide out the interior machine from the exterior mounted cage. The reason it fell out is because I mistakenly removed a couple bolts on the outside that I thought were necessary to remove in order to slide out the machine. Ayayay - this is what I get for not reading directions!
