Virtua Cop 2 retains the same basic gameplay as its predecessor, where crosshairs indicate when enemies will shoot you, and hostages that will take a life if you shoot them. Every non-boss enemy dies in a single hit, but typically can be shot 3 times max for more points.
New to this game are branching paths, which you can choose in some levels. I'm not sure which routes are considered the most optimal for scoring. In Stage 1, I take the right path because on the left one, there's glitches where enemies sometimes don't appear, costing points.
Justice Shots are more consistent in VC2. They're also just as valuable, scoring thousands of points. Apparently, I got 286 Justice Shots in this run! I often wait for enemies to point their weapons at me before I try getting a Justice Shot, reducing the chances of me missing it.
Like the first game, there's a secret final boss if you play every level in order (easy - medium - hard), as demonstrated here.
Virtua Cop 2 is arguably the hardest in the series. The action is frantic -- especially in Stage 3 -- and a few missed shots could cost you a life. The hostage placements are a bit more annoying, too. Scoring Justice Shots runs the risk of you getting shot. You can play safe by shooting everyone once, but then you'll score much less.
I tend to shoot multiple bullets when going for Justice Shots; that way, if I miss, I can still potentially get a 3-hit combo on the enemy. The points you get from shooting enemies normally seems to start at a high value, like 400, and decrease the longer the crosshair's on the enemy. Confidential Mission has a similar scoring system.

I plan to get a high-scoring, no-damage run on the sequel, Virtua Cop 3, as well!
