Lucky you, I've only ever managed to do 300 pulls (one's on a birthday banner so I was guaranteed that card) but I lost both of the banner's I had pulled on. I can never win, but lucky you for pulling the card

Probably not, they just added this card to the current Scalding Sands event, and the card doesn't even have any stories when you unlock the vignettes, just furniture.
