You can really see Riddle's character growth here. While he still wants his students to follow the Queen's rules, he's a lot calmer about it and no longer doles out severe punishment for every single violation. It's especially clear when you look at Riddle Tsum who seems to act more like how Riddle did in Book 1 and he chastises the Tsum for being too severe with the student who didn't wear pink and argues about how to interpret the "no cats at parties" rule in favor of Grim.

Riddle’s character development is so great to see in this! Compared to how he was pre-Overblot, he’s so much calmer and reasonable. He chastises his tsum for attacking the flamingo feeding dorm member, saying only correction was needed, not punishment. And when his tsum attacks Grim, he says the “No cats at festivities” rule doesn’t apply to Grim because Grim isn’t a cat and a private tea party isn’t a “festivity.” Instead of his original “the rule clearly states” reasoning, Riddle is now giving the rules his own interpretation of what they mean and who they apply to, giving himself an excuse to not punish them because he can reason “they can’t break the rules if the rules don’t even apply to them in the first place.” It’s such a creative way to relax his strictness while maintaining those standards he was brought up with. Old habits are tricky to let go of, and it’s so great to see Riddle come up with his own way of trying to break them. He’s grown so much! Also, can we all agree that Riddle having private tea parties with Yuu and Grim is the cutest thing ever?

At least Yuu and Grim got to meet one of the Tsum Tsum, would it be funny if everyone lost their Tsum Tsum counterparts at once and it only took them all day find them only find Yuu being snuggle by the the Tsum Tsum acting so well-behaved and affectionate towards them. I’m guessing that while Ace and Deuce were chasing Riddle Tsum Tsum, they ran into Yuu and Grim, only to realize that Riddle Tsum came up to them only to give an invitation to the afternoon Tea Party

I suspected that the NRC students' Tsumtsum counterparts find Yuu/MC they meet is much sweeter, and nicer than their TWST counterparts as if the little creatures discovering her/him as a magicless 'student'...

My only guess is the this run away incident is the led up to the Cater Tsum part of the story.

Because they didn't break any rules. Tsum Riddle only attacks rule breakers, any other and he quite chill. If the question why he only attack Grim and not Yuu based on the fact he thought Grim was a cat, it may be because he doesn't know that Yuu was the one that bring Grim over, and also possibly simply because Grim was right there, a being that resemble the four legged mammal.
