Video Shows Missouri Police Chief Allegedly 'Hammered Drunk,' Failing Sobriety Tests

The O'Fallon Police Department in Missouri released bodycam footage showing a traffic stop of Hazelwood, Missouri Police Chief Gregg Hall who was suspected of driving while intoxicated on May 28. Officers performed multiple sobriety tests on Hall, all of which he "visibly failed," police say. The officer that performed the tests used the term "hammer drunk" to describe Hall during the incident. Hall was not arrested and was driven home by another police chief.

As a CDL driver, if we get a ticket or DUI in our personal vehicle, penalties are harsher on us then normal drivers as we should know the law and should know better. I’m shocked Police aren’t held to the same standards.

It's crazy that cops forget they work for the city. He probably just stopped that man from killing a woman and her kid & they're feeling sorry for him losing money or his job 🤦🏾♂️

Yeah it is pretty reprehensible. I do think the drunk chief should still get his reitrement, whatever it was, but he should also pay the penalties for the drunk driving, including having been booked into jail.

@@joshjje don't know if I agree. He's a law enforcement officer breaking the law. If a doctor intentionally did something that hurt a patient or a banker was stealing funds, they'd be gone regardless of retirement. Getting a DUI usually statistically means he's been doing it quite a bit. It's also unlikely their first time breaking the law and sweeping it under the rug.

This is on camera? on KZread? EVERY SINGLE PARTICIPANT should be fired and prosecuted, no pension, no move to another department, nothing. This is corruption plain and simple. Where does it stop? Find him at the scene of an assault? A murder?
The cop at the end talking about how "it's going to kill him". Yes and your JOB is to stop anyone from putting others in jeopardy. This is just disgusting.

@O’Fallenmissouripd share this video because these officers clearly neglected their sworn duty to protect and serve and showed a derelict of duty and clearly two sets of rules apply. One for them and one for us. It’s also appalling that it’s clearly stated the he’s done this before also with no consequences. I tagged the O’Fallon Missouri PD on a FB post that I shared this with. It’s disgusting to say the least and these officers should be ashamed of themselves. Make your post public and bring as much attention to this as is possible. Anyone who shares the road with this alcoholic and any parent with children on the roads should be outraged and don’t be afraid to let your feelings be known. Shame on these officers . You failed to protect your community and are clearly sending the wrong message. His status should never have played a part in this inexcusable decision.

My father was a police sergeant in the 70’s. He would be stopped almost nightly for drunk driving, and was always let go to DRIVE home. Of course, he’d be in a foul mood and I’ll spare you the rest of the story. My point is that everyone suffers when idiots get behind the wheel while intoxicated. This “Chief” should have been held accountable.

It wasn't just the Chief. The Sgt would have likely just let him drive off, if the incident hadn't been recorded on multiple cameras. He even complained how modern technology made it harder for them to break the law "discretely".

I was really disappointed too. I assumed that since the video made it to KZread that they’d done the right thing. If that guy goes out and kills someone, at least there’s video evidence of these officers being complicit enablers. Disgraceful!

What about the truck driver who is weeks away from his retirement and is in the same situation? Think he's getting let off? This department needs to be held accountable. Oh and what if he hit a family coming home from the movies and kills them, that will be actionable then. So a death cause by a cop is but the rest of us don't get the same pass? Disgusting. Congress gets the same pass. Insider trading, spying, rigging, using campaign funds personally, etc.

No need to wonder, the video showed you. Drunk chief gets driven home by sober chief, and they have "a long talk" on the way home. Without cameras, drunk chief likely gets to "sleep it off", or just gets a ride home from the first officer. If anything, this shows why plenty of cops were resistant to body cams. When they can just say "nothing happened", and that is the end of it, that is one thing. When they have to actually delete evidence, that is another. Body cams are a god-send to honest cops, as they document everything, but they are the enemy of cops that do not want everything documented. A cop that does not want everything documented, automatically deserves everything they have done looked into.

The Sgt. asked: "Is it all on the dash cam?...This is a tough day and age...all these electronic things, and technology." Had the other cop said no, (not recorded on the dash cam) and no evidence from the body cams I am sure the Sgt. would've let the chief off the hook without having the other corrupt chief of police intervene. They want other people to obey the laws, but the same laws don't apply to them. This is why I have zero respect for most cops.
These guys are so corrupt I'm really stunned by their reaction. They're basically telling each other if the cameras weren't rolling they'd be letting him off the hook. If you and I would be in the same situation they'd already have us in the back of the cruiser heading towards jail.

SHAME, SHAME, SHAME ON HIM! I just read that he quietly retired in January and still received his pension. I think the only reason he retired early was because the media didn't let up on him not being arrested and that another district's police chief drove him home knowing he was "hammered drunk". Glad he is off the force. I wonder how he sleeps at night knowing he did this after he and his deputies put so many others in jail for the exact same thing. Sweet dreams retired police chief Hall.

Are you suggesting it’s a bad thing he may have locked people up? That they were all innocent or something? Just saying, most of the time it’s a good thing to get criminals off the streets. Maybe out of respect for his position they didn’t throw him in the drunk tank for the night, but that doesn’t mean he didn’t get a DUI and wasn’t held accountable. Normally in these situations if they do take the person to jail they’re released as soon as they sober up anyway and then are given a court date. I’m sure he had his day in court.

I know this is a dwi and I realize they are friends but this is also enabling and if you truly care you would have let him get arrested. I realize he's due for retirement and I don't know what the consequences are for him but he should have been arrested for a DWI. Now this video is on the internet....the good o'boys don't give a good look.

This is the way the world works. The personal relationship you have with someone can change your circumstance
A few years ago I was 20; got pulled over after drinking 2 beers 2 minutes from my house for failing to use my turning signal. I was honest with the officer when he told me I smelled of beer, I passed all the sobriety tests, blew under the legal limit, but was underage. I went to jail, car impounded, lost my first full time job, had to go to DWI classes, AA meetings, tons of $$$$ down the drain. This guy was tanked and got a ride home. I deserved what I got, and learned a valuable lesson. However, this selfish chief should have to deal with the repercussions just like anyone else who decides to drive impaired.

It is so pathetic that they still get special treatment for being in the force. Being super polite to them and calling them "chief," having a sergeant called - what for, to verify that you're actually going to arrest him? etc. Just arrest the drunk no questions asked why is that so hard for these people.

The chiefs a bad cop? The first cop did the exact right thing by calling his Sgt on the scene, Sgt eventually ends up with do what you gotta do meaning tret this like you'd any other dui stop

I asked somebody that followed this case, so whatever happened to that please chief, Hall from missouri? It was internally investigated and the police chief was put on informal probation. Never lost a day of work was never actually formally charged in the courts.
I hate to believe that the only reason they arrest their own for breaking dangerous laws is “ this day and age with all these electronics.” The way that was said leads me to believe yes, that’s the main reason they hold their own accountable. Either way it’s very reassuring to see someone upholding the law as much as it pains them to do so! Helps me in these strange times to keep the faith.

Oh wow, that sure was sly! The look on the county chiefs face, totally looked like he knew he was breaking the law too. I support good police and I’m sure there’s degrees and not all sins are created equal. That said I imagine it’s pretty common for officers not to follow to the letter like what’s expected of civilians. I’m also a big believer in discernment and I’ve definitely been given chances in the past. I understand people drive after drinking, everybody has done it. We didn’t have Uber in my formative partying years. Problem is, some of these Uber rides are $20, and that’s 5 drinks. A lot of money to poor college kids that just wanna have fun. I live in a town where to DWI busts are so popular that at least a dozen police cars do circles like sharks around the square for 4 hours straight around closing time. When I was younger I had a self destructive relationship end, drove through the square pulled over drunk, and the officer let me go with a worming. I’ll never forget it. I don’t know if I agree with it, but I was grateful nonetheless. I immediately parked and told my friends we had to walk a few miles to the party, I came to my senses and didn’t want to press my luck. Anyway I have some empathy because of that!

I worked at one of the largest police departments in America. This sort of thing never would have happened there. We arrested multiple officers and high ranking public officials for DUI/DWI, family violence, etc. No one got a pass in our department.

Basically he's saying because of all the cameras I can't tell you to let him go without having someone here with more pull to make that call. Otherwise I would have told you over the phone to let him go and I would chew you out tomorrow for even suggesting arresting a police chief..

I have zero pity for the Chief despite his near retirement. Losing his pension was his fault the moment he decided to drink and drive. 100% accountability applies to everybody....
Well you should never drink and drive but I’m sure 100% of the people who’ve been charged with a DUI wish that they would’ve had the option to choose between a standard DUI charge or just a “long talk on the way home” like this chief. Must be nice to be above the law.
That older cop was basically saying “if these cameras weren’t on, I would have sent him on his way”. If it were any of us, we’d be in jail real quick.

It has nothing to do with keeping the public safe. They are mobile IRS units taxing the local citizens for things that they themselves regularly do on and off the job. When it comes to their coworkers they just don't tax them as a courtesy. I mean that's really all it boils down to. If there weren't cameras this would have been a 5 minute scenario with the initial cop letting him drive off and never telling anyone about this.
"Hall was not arrested and driven home by another police officer". Is good to know that no one is above the law in this country...

My dad was a fireman, and he skated on "professional courtesy" for years. He'd get pulled over, and the cops would let him go, because they knew him. Maybe if they'd arrested him, he would have quit drinking and driving.

While I did too, I remember when we were in our teens, breaking small traffic rules and somebody in the car had illicit drugs on them, cops would let them go and made sure everyone made it home safe (confiscated goods of course). So yes, cams are great for both sides if something goes south. But everyone looked out for each other then. Now with cams everyone is obligated to arrest/sue without thought of consequence. This guy should have been cited or arrested either way though.

He *ought* to be held to a higher standard, but the standard should be good enough. Dude belongs in jail for the night and stripped of his “civil service” . He’s a loser. Not a help to society. A “free pass” should go to the waitress working 12 hour shifts, trying to put food on the table and barely breaks the legal limit. That’s where the free pass should go. However, the fact that this man failed the tests at that moment makes no difference about what he did before. That's why there is no excuse for letting someone off. The offense was done he was seen swerving all over the road. He purposely stopped blowing at the last second and he gave excuses about why he couldn't do tests. These are pathetic men, not any kind of hero. It makes no difference what you did in the past.
And this my friends is corruption at it's finest!! No one is above the law! That officer saying "right now there's three of us." (Corruption in his voice!) Yeah...and cameras!! That poor first officer He was really trying to do the right thing AND his job. You can tell he felt so bad! The sergeant who let him off retired a week later. The Hazelwood chief was never charged and is still working towards his retirement and full pension. Nothing was investigated.

Both of those CHIEFS should be in JAIL right now! Professional courtesy is long gone since the cameras came into play.
You can see it in his eyes. He knows it’s over. He’s been a cop for decades. He’s been a high functioning alcoholic for decades. Behaves on duty. Drinks a lot off duty. Been driving while drunk for years with no problem. Always made it where he was going and back home with no problems. Now his luck finally ran out. I was him. I quit drinking before my luck ran out thank heaven.

I read the drunk chief's lawyers statement. It was blatantly obvious they made sure there was not enough evidence to convict him of DUI. If you fail a PBT, a citizen is instantly under arrest for suspicion of DUI and taken to the station for a real BAC test. Driving him home skipped this so there would be no solid evidence other than a FST that holds no weight. This is a shame, and the other chief who drove him home and made sure there was no evidence has already retired. Disgusting.

When I got my DUI, I was exactly on the legal limit 0.08. I didn’t get any special treatment. I was charged, went to jail, had to get vehicle out of impound, had to do a 24 hour class, had to put a breathalyzer on my vehicle, & paid a ton of $$$. Yet this guy gets a ride home & gets to keep his record clean. That’s not right!!!

I would really appreciate if someone could explain to me why a cop arresting another cop is this traumatizing. Person gets drunk, drives, endangers lives, and then cop who pulls them over acts like its the worst day of their life. If I catch a coworker violating policy, or breaking the law, I am obligated to report them. How is this so different for cops who are paid to do that? And every supervisor tells the cop "Its up to you". No. You're the boss. Make the call. Don't put it on them. Do your job. This stuff is why no one trusts the police. Its blatantly obvious that they believe there is a justice system for civilians, and another system for them.

I'm not in law enforcement but I guess for an officer if he ends up ending the career of another officer or arresting another officer then it essentially kills his/her own chance of promotion or career progression and could lead to fellow officers not having their back in a life and death situation, I expect that is what an officer might put forward as rationale, even though I personally don't agree with that rationale

Because cops value the lives of their comrades over the life's of civilians they swore to protect. Look at uvalde TX situation. They put their lives over classroom full of children. Look at the recent situation with the shooter in the mall. The security guard was telling the cop what was going on and the cop wanted to wait for back up until the security guard said that the cop inside the mall was the one who got shot. Only then the cop run in to do try and take the assailant. Cops are taught from day 1 to back the blue over everything and everyone first.
I looked the case up, the chief that drove the guy home retired a few days after this. No charged were filed on the drunk and he still works for Hazelwood. Now the cat is out of the bag I wonder if internal affairs will get involved.

I got a DUI just for having one drink 2 hours previous and in the breathalyzer blew like not even .0001 and there was just a trace of alcohol in my system.... but yet enough to consider me impaired !!!! a just because I had one drink hours before , not driving well intoxicated charged with driving while impaired any trace of alcohol in your body is DWI..... not driving while intoxicated .....yet driving while impaired .....and when DWI shows up on your history ,AKA , insurance companies ,jobs , police, anybody of authority looking into your record ......are not going to look into the what the DWI specifically means ...impaired .....or intoxicated .....they just don't want to see that all the persons record ,that's why I lost my job Trucking and that's affected me all my life and what I drank wasn't over any limit I had .000001 registered on breathalyzer.... the lowest of lows of Low of low and it's affected my life, I lost a job because of it ....just because I had a drink hours before and there was residual alcohol in my system so I'm impaired and that made me lose my job as a driver and is affected my insurance and screwed up my whole life..... unfair nobody drove me home that night ....they took me to Greenwich Ct. Police Station....arrested me blow the breathalyzer ......Again....then realizing that I'm not screwed up and at the lowest level of any kind of registration.... they said you can go..... and when I got to the door ....they said Stop ! come back here ....hold on we got to give you some tickets.......and they gave me like eight tickets which is ridiculous and everything got thrown out of court except DWI...... unfair

When the sergeant shows up, he immediately tries to see how they can let the chief off with “is it all on the dash cam?” and “has he said anything (self incriminating)?” You know that if none of it had been recorded, they would have simply taken him home and no report.

I'm not a cop. I'm a regular guy. Self employed. Have been for 25 years. He should face the penalty of the law. But, I get it. The closer someone is to "family", the more breaks you cut them. Imagine if you caught your wife or brother taking $5 out of your wallet and they said they just forgot their wallet and were gonna pay you back. Or your best friend. You'd be okay with it. Or if your husband or wife got home from the bar and he/she was drunk. And you found out he/she drove himself/herself home. You wouldn't call the cops and and then show them home security footage of them pulling in the driveway to prove they were driving. Or if they ran into the mailbox when they got home because they were drinking. But if it were a stranger, you'd press charges/call the police, etc. What I'm getting at is that the closer someone is to "family" the more likely it is you're going to look the other way. To police, military, certain other professions, etc... although they aren't family, they are in that "zone" where they may feel close to family and are treated as family. Its understandable that someone may look the other way to someone who falls in that "feels like family/treat them like family" zone. There's a American Express slogan/commercial where they say "Membership has it's Privileges". That doesn't just stand true in the world of credit cards. I'm not saying its right. I'm saying it happens. Its not right if a wife or husband knowingly doesn't call the police on their spouse if they drove drunk. But it happens. And I wouldn't call the police on my wife if she did it. I'd be upset, and lecture her. I wouldn't call the police and neither would 99.9999% of those reading this. Membership has it's privileges. And for the record, my wife and I don't drink alcohol but my point and understanding is the same.

I'm not a cop. I'm a regular guy. Self employed. Have been for 25 years. He should face the penalty of the law. But, I get it. The closer someone is to "family", the more breaks you cut them. Imagine if you caught your wife or brother taking $5 out of your wallet and they said they just forgot their wallet and were gonna pay you back. Or your best friend. You'd be okay with it. Or if your husband or wife got home from the bar and he/she was drunk. And you found out he/she drove himself/herself home. You wouldn't call the cops and and then show them home security footage of them pulling in the driveway to prove they were driving. Or if they ran into the mailbox when they got home because they were drinking. But if it were a stranger, you'd press charges/call the police, etc. What I'm getting at is that the closer someone is to "family" the more likely it is you're going to look the other way. To police, military, certain other professions, etc... although they aren't family, they are in that "zone" where they may feel close to family and are treated as family. Its understandable that someone may look the other way to someone who falls in that "feels like family/treat them like family" zone. There's a American Express slogan/commercial where they say "Membership has it's Privileges". That doesn't just stand true in the world of credit cards. I'm not saying its right. I'm saying it happens. Its not right if a wife or husband knowingly doesn't call the police on their spouse if they drove drunk. But it happens. And I wouldn't call the police on my wife if she did it. I'd be upset, and lecture her. I wouldn't call the police and neither would 99.9999% of those reading this. Membership has it's privileges. And for the record, my wife and I don't drink alcohol but my point and understanding is the same. If someone says "But cops are held to a higher standard" or "But that's their job" , you're playing "holier than thou". It's bigger than that. It's life or death. Driving drunk can kill. If let your husband or wife off (example above) after driving themself home while drunk and not turn them in because "Well gee...I'm not a cop. That's not my job" , then you're saying you're okay with them driving drunk and putting lives on the line. But that's the excuse most folks reading this will make. "Well gee that's different.....". So you're saying you'd turn your husband or wife or kid in if they drove home drunk right? (and right now, you HAVE to say you will, lol, because I've laid it all out). So what's your answer? You'd turn your husband or wife in, and get them a DUI because they put other's lives at risk, right? (if you say "no" you're hypocrite, if you say "yes", your lying.). You dancing around trying to answer, is going to be funny. So what's your answer?

The police chief that came on the scene should’ve been disciplined. Public safety is the reason why drunk driving is a crime and it should not be compromised, discriminated, or diminished in any way. Too many innocent lives and families have been affected. That was poor judgement and sends the wrong message.

He was charged with the DUI, just not arrested and transported to the station. Police officers can actually do that at their discretion. They can issue an OTA (order to appear), although not a common practice, but in some misdemeanor cases, you can actually do that. That’s why the police officer’s chief told him to do what he has to do. I am not trying to defend anyone here, but what the officers did was totally legal.
Makes me sick how they treat other officers. They need to be consistent and either be this nice to everyone or be dicks to everyone like they do the general public

Wouldn’t want them doing this for everyone because people would just continue to drive drunk and endanger lives, but yeah they do need to treat police the same as a civilian when they break the law

It disgusts me that the Sergeant that arrives on scene says "this is a tough day and age man, ya know, when they insist on these electronic things and technology" Which is a dog whistle for "we should be able to let him go scot free" This drunk police Chief could kill someone just like any regular citizen. It's shameful. Any of us would get arrested, forced to make bail, and our car would be impounded. Do you think when cops get away with breaking the law with little to no punishment that it reinforces their bad behavior? I do.

I agree with you, but to be honest I had friends who were wasted behind the wheel and cops let my drunk friend call me and let me pick them up. I thought it was crazy the first time it happened, but it does happen.

Get an Uber or a friend to get you home period! Nobody should be this drunk driving on the highways putting families at risk. I guess people don’t really care till one of their family members are killed from a lie life drunk driver.

I was raised by a Police Officer . My father always said that Policemen actually should especially be held accountable if they commit crimes . Otherwise there is no law and order . Period . As he always said the Police should set an example . No one is above the law .!

The patrol officer and the sergeant both did their jobs, and the sergeant was willing to back up the officer's choice to arrest. They were both obviously very concerned about the politics and optics of the situation, and both knew the right course of action, but they put the decision on their own chief, so that either way that it played out, they were following their chain of command's decision. The two chiefs are the two responsible for this double standard. On the plus side, the younger officer was obviously uncomfortable with letting the chief go, and I hope that's a sign of the trend of some of this "good ol' boy" cronyism being on its way out. The sergeant sort of lamented that dash cams and body cams were making it more difficult to let fellow cops off for crimes you caught them committing. Hopefully newer cops are coming up in an environment where accountability is the norm rather than the exception, but there are a lot of old school cops out there who will still be serving for at least another two or three decades.

*And it's been going on FOREVER!* Some people don't understand why a lot of people don't automatically consider all cops to be "heroes." And don't believe it's just a "few bad apples." You have on Police Chief breaking the law and endangering the lives of the public. And how many policemen were standing right there enabling the crime and covering it up? How many bad apples is it really?
