I do not think that Veznan killed the 2 kings, if you look at after every boss/ king thry are all imprisoned even his own apprentice is placed in that magical cage. I think Ironhide is building up towards a story where Veznan is not all about the lust of power but rather using that power to stop something more sinister as shown in the last scene which is why he kept heroes/ kings alive.

Malik Hammerfury, Bolin Farslayer, Ignus, Flora Wintersong, Hacksaw, Oni and Thor
