I recently bought a vendstar. I noticed that sometimes quarters don't drop like they're supposed to. I'm not sure what I can do to make sure they drop every time or at least 90% or more of the time. Sometimes they don't drop from the mechanism and sometimes they land on the candy chute cover and stay there.

Is the spring loaded arm that the quarter moves possibly broken or chipped? Also the back plate on the mechanism could be too loose.

No these are unfortunately inflation bound. The Vendstar company went under due to a scam years ago, but it's always possible someone may 3d print components in the future.

Do these take plastic coins or metal slugs?

If they are the exact same size as a quarter, yes, although the cost difference between producing fakes and that of a quarter is negligible.

I don't have any for sale, but I think it would be possible, however a little expensive due to size and weight. I am not familiar with European coins, it may be confusing since the machine is stamped for .25 USD
