The HEX-V2 Enthusiast USB Interface works with VCDS (VAG-COM Diagnostic System) via USB to turn your laptop into a high-level diagnostic tool. It is produced by Ross-Tech and it is designed to cover Volkswagen, Audi, Seat or Skoda vehicles. This video shows the unboxing, installation and registration of the HEX-V2 dongle and VCDS Software.

Glad it helped! In many ways the interface is not as intuitive as it should be.
What 3 VIN numbers mean? That you can use it only on 3 cars?

Yes, you are restricted to 3 vehicles. Basic functions can be used on many cars, but you will be prompted to input a VIN number when you get deeper into the capabilities of the scanner.
