I am confused about where does white mesh go, only on the inside? Does any of the tan go in the middle or just the outside?

I alternate the white mesh and burlap mesh. So there will be 9 pieces of mesh each with a total of 18 pieces of mesh. If you start with white mesh in the first pipe cleaner then the next pipe cleaner will be the burlap mesh then white again in the next pipe cleaner then burlap and so forth.
