When you applied your silicone spray you did not have an original part on the tool . Does the lack of the part on the tool make the silicone shell smaller than it should be on the carbon fiber hood ? or is the thickness of the carbon fiber hood negligable when spraying directly to the tool ?

They sandwiched foam core between the top and bottom layers. See time stamp 1:24.

Is the foam core a pre-pegged material too, if not, how did it adhere to the part that has already been heat cured?

Not pre-preg. The vacuum process secures the foam core.
