Chef Tobias Padovano’s limited-time dish features a rarely used ingredient: cicadas. After spending 17 years underground, billions of Brood X cicadas are emerging throughout the eastern US. The insects will live above ground as adults for about three weeks to mate before dying.

That's kind of the idea behind it though. Everybody breaks out at one time every 17 years, and predators literally gorge themselves until they cannot eat anymore. They basically flood the market. And because it's only once every 17 years it's not a reliable food source so any boom predator population might have because of this crazy food source won't affect their offspring 17 years later. It's pretty elegant in biblical plague sort of way.
