At this point, it's pretty evident what happened. Old building, leaky gas pipes due to age and a damp environment in the sub-level. Probably out of code as well since it was built long before there were good building codes and most of these old buildings were grandfathered in. The gas either caught a spark, or reached it's natural flash point due to it's saturation level. The rest is just CYA for the upcoming lawsuits.

Any good reporter, he just said what happened? The guy's eyes rolled up and looked at him when he said an unimprovised device. But didn't say the words connected to the gas system

Honestly blaming the gas company for this is like blaming the electric company for faulty wiring burning your house down or blaming the city water authority for your home flooding. Distribution utilities distribute their product. After the meter its on the property owner.
