Upcoming Vote: Utah Hockey seeking $900M for Delta Center & District

A few key details stand out in the full proposed agreement:
The arena renovation - needed to help the venue accommodate both the NBA's Utah Jazz and the NHL's new Utah Hockey Club - would pick up in April 2025 and be carried out in various periods over the next few years. It's scheduled to wrap up by October 2027, ahead of the 2027-28 season for both teams.
Smith Entertainment Group can seek up to $900 million in bonds toward the project. Renovations are expected to account for $525 million of any bonds, while the remainder of the funds - about $375 million - would go toward an entertainment district surrounding the arena with projects carried out between 2024 and 2033.
Proceeds from a proposed 0.5% sales tax would go toward repaying debt from the bonds over the next 30 years. The Salt Lake City Council is tasked with approving a sales tax increase, which it must vote on this year.
Salt Lake City would have "no obligation or liability" to pay for any gaps should the tax not fully repay the bond. Smith would have 10 years to complete any project that received public funding, so all projects tied to the tax must be completed by 2034.
There are "extraordinary remedies" should Smith Entertainment Group break a 30-year pledge to play exclusively at the Delta Center - minus a few exceptions like a Winter Classic outdoor hockey game. The company would have to repay what it receives from the sales tax by that point and a "liquidated damages amount," which could cost as much as $250 million. It may also trigger litigation.

    As a Utahn I think this would be an awesome upgrade to our downtown. This is a good partnership between SEG,SLC, and SLC County. The city and county have a bunch of buildings that need upgrades and this allows that to happen.

    Well, we need to have a chat then. I couldn't be more opposed to what's going on. Everything downtown has been priced out of the range of your average family. Multiple projects have been built to "revitalize" downtown, and nothing has helped. I don't think this will work either.

    why not have the Gateway be the entertainment district, its literally right next to the delta center. It is a lot easier to update. Smith bought a mall in sandy, why not buy the mall next to the arena?

    Been asking the same question, especially considering the Gateway is directly between the Delta Center and the Frontrunner station (i.e. the preferred transportation method for getting people to and from the games.) I get that the hockey games will bring a lot of money to SLC, but the Salt Palace in its current form is also a big money maker for SLC.

    SEG isn't going to lease all of that land. They are only planning to lease the county-owned land east of the DC. There are other stakeholders and landowners that are within the 100 acres that stand to benefit. Worth noting too that the sales tax is also not going to apply to groceries or car sales.

    Live 20 mins north of SLC and everyone I know is happy with the changes as long as they dont get rid of the things SEG has stated they dont have plans to get rid of (Abravenel, japantown, etc.) I think it would be great for downtown not just for those traveling down to see a game but good for the city as it preps for its inevitable Olympics bid. We need a more modern, more desirable, downtown area for such a fast growing state.

    The Smiths are BINOs, Billionaires in name only. Geez if i dont have enough to afford a house, you know what I'm forced to do? Get a mortgage and have to pay interest for 15-30 years. Im sick and tired of Billionaires asking us peons/pawns for us to furnish their toys. As a UT resident, i would tell Ryan to go on a budget and figure out how to pay for his stuff on his own. If he can't afford, either get a loan and pay interest like the rest of us do, or dont buy something you can't afford

    Hey man, I'm totally sympathetic to the cause, but a billionaire's $1bn+ worth of assets aren't always liquid cash- and it makes absolutely no sense to carve off chunks of that asset (i.e. the Jazz) and sell it to spend on doing stuff (renovations)- what billionaires do in practicality is use the value of their assets to leverage really really really big loans, and then use the profit generated by those assets to pay the loans back over time (sports teams generally get more valuable over time, as long as they continue to do well- they sell game tickets, a ton of ad revenue, jerseys, hats, etc.). It does sound like that to some extent is what they're doing, ALTHOUGH I hear your remark about public money too (but you could say this represents the public's investment in public assets like roads and streetlights and stuff in this district, and, after all, it is a place that will eventually generate a bunch of tax revenue back in exchange for that investment. Why would Ryan Smith be obligated to pay totally out of pocket for something that's eventually gonna make the state money as well as him?). It's kind of selling the floor out from underneath his whole operation to pawn off his owned assets for stuff, like for renovations, when the stuff is doing perfectly good and well generating value on its own. This is like the chief secret of really wealthy people and how they stay really wealthy, i.e. don't get rid of their capital haha. Ok said with love hope I didn't sound like a dick- signed a sympathetic Sharks fan and former loving SLC resident

You and me and Joe average fan only get higher ticket prices, higher parking fees, and higher food, beverages and souvenir prices. In the end, the fans don’t matter at all.

Cause another thing to keep in mind, if trends continue in sports, most teams demand new stadiums/arenas every 20 yrs. You never truly get out of paying this because the owners demand a new stream of money in that time. I'm done lining up owner's pockets more. If we pay for the arena via taxes, why aren't we considered part owner's? We then get screwed as mentioned with higher prices in the long run

    Edmonton has a similar entertainment district around their new arena, and Calgary has a new arena and entertainment district, currently under construction. So all of the teams are doing this now with new arenas.

    It's important to note two things. 1) none of this was put in front of the taxpayers for a vote. The people were not asked about giving money to a billionaire. 2) the Smith Group went to council meeting and said approve the District or else. The or else being we will take the money and go elsewhere in the County and the Delta Center will be abandoned

    This is why I am not a fan of Ryan Smith. He reneged on his plan to build a new arena. They could still keep the Delta Center for say, another 15 years, and use it for concerts, conventions etc. The tax payers should absolutely have a say in this expenditure. And then he wants to tack on a fee to rach ticket sold too. Smith, is a Billionaire. Pick up the cost yourself!

    This could work out very well but I’m wondering why SEG doesn’t go for the parking lots directly across the street to the north as well as the no tell hotel adjacent to the parking lots. Abravenel Hall was built specifically for the Utah Symphony (acoustics are perfection) and the current Salt Palace Convention Center (with adjacent gorgeous high end hotel) has undergone considerable changes to attract huge conventions which bring in visitor/tourist $$$$$$. This will be interesting to say the least.

    That's a church owned parking lot, and Smith isn't going to try and tangle with them over it. Considering the state if parking in downtown I would think someone would want to develope it into a full-blown parking garage or something. City Creek gets full fast whenever anything happens in downtown

    Taxpayers are now on the hook for a lot of green. The County will dupe taxpayers by leasing the two blocks for a dollar, without property tax. Don't forget inflation will increase construction costs. Kumba ya my Lord, kumba ya!!! Saw on KZread, what a huge homeless problem now in Salt Lake City downtown. But a sports arena is more important I guess?

    This prohect, Brodie, is turning into an albatross. First Smith says he'll build a new arena, which was the right choice; a modern facility, without any renovations. Then he ldoes a 180, and wants to gobble up blocks of downtown, for this grandiose entertainment district, which includes the historic Salt Palace. There are plots of land just off the Delta Center grid, that would still be downtown, and ideal. Arena renos, ALWAYS end up with over runs, and look unsightly while work goes on. Smith should have just went ahead with the new arena.

Utah joined the Pac-12, prices skyrocketed for concessions. The Millers want to bring MLB to Utah when they stated they wanted out of the sports business, then they move a team out to their armpit of the valley and close one of the most BEAUTIFUL views in ALL of baseball. Yeah, sports has been ruined for many fans. If you want to give your hard earned money to them, then they are giving you a great opportunity! Sports is swirling the drain (at least for this sports fan.

    @@jsmusicanddrums I live in Utah and have watched our politicians continuously bend over backwards to get projects like this done. I don't always agree with the terms of the projects, but I am confident that everything will fall into place for this one.

    If you wish to know the difference between revitalization and gentrification. Revitalization makes it a point to receive input from the local residents in the planning stages as major stakeholders. In addition, there is an emphasis on balancing the current residents and culture of the community while adding new residents. Gentrification results from the gradual replacement of low income communities with more wealthy residents.

    This sounds a lot like Phoenix. Initially played in the Suns arena with partially obstructed view seats as part of the equation. Then moved to Glendale and that didn't work out. Scottsdale hasn't worked out. Hopefully Utah can make this work. A lot of moving parts!

    from the picture i saw of the inside with ice rink looks like they would need to expand a end about 10 to 20 feet or so i can't wait tell the arena is finished and see what everything looks like i see why they are trying to use the money on two areas but i think they should have put the money in to a new arena to fit both better . if UTAH still looking to get a MLB team the district would suit them too i don't see how both couldnt share it its a big area they want to make over

    So many SLC haters in these comments. Cities are hugely important economic engines that make your lives better. SL County has 36% of Utah’s population, but 52% of its GDP. There’s a reason traffic is horrible going into the city in the morning and not the other way around. Housing is expensive in the city because demand is high and supply is limited. It’s great if you don’t want to live in the city, but at least show some appreciation for how much suburbia and rural communities are subsidized by cities.

    @@harrybalzack8424 Infrastructure in rural and suburban areas is subsidized by cities. The numbers speak for themselves. Unless you are arguing that roads, reliable power, fast internet, and just more money in general are not things that make your life better.

    ⁠@@RyMcQ It’s not solely specific cities that produce all of the state revenue, then distribute funding statewide, it’s the collective of the entire state of cities, and counties. Not only that, cities, and counties that do their own infrastructure like roads, streets, lighting, utilities, parks, etc., draw from their own city, and county funds to pay for it unless either one asks the state government for money to help. You obviously have no idea how local government works.

    @@harrybalzack8424 What you say may be true true for streets and infrastructure inside the towns, but roads between towns uses state funds (disproportionately coming from urban areas) and federal highway funds (also disproportionately coming from more urbanized states). And this is fine with me. I’m not complaining about the subsidies. I just get peeved when people bash cities while completely ignoring how cities enrich everyone.

    They need to expand the footprint of the Delta Center to make it suitable for hockey. Its going to need to be a partial rebuild not just a renovation.

    I am a lifelong Utahn. I have zero problems with this new tax on SLC. SLC has been a drag on the rest of the state for the past 30 years. In fact, improving the slums and derelict abandoned buildings around the Delta Center has an increased chance of getting most Utahns actually interested in driving into SLC. The only question will be, where to put the homeless and drug addicts.

    If I was Ryan Smith, if the city votes against the tax increase after twisting his arm to keep both teams Downtown, I'd just wish the city the best of luck and build a new arena somewhere down South

    Oh darn, means I would have to drive another 10 down south. However will people do it?? Sandy, Murray, Draper; it may all sound different but it's equivalent to southern SLC. Rio Tinto is around that area and no one has an issue getting there. I hope that SLC votes down the tax increase and that Ryan Smith can take his circus and pout further south.

    For 525 million to upgrade Delta arena you could build an exclusive hockey arena. I don't know how old Delta's arena is but it's not that new is it? I'd go with a new barn for the hockey team.

    @@SS-iv7wv I watched several county and city meetings about the revitalization. SEG said they were planning on building a brand new arena and entertainment district in southern salt lake county. The city and county mayors and governed basically begged him to keep the team downtown to help make downtown more vibrant and that’s how we got to this point. That’s why he is asking for several city blocks and everything involved to keep the jazz and hockey club downtown.

But this is going to end up in the hands of the government. We've seen how that works in Glendale and Oakland. Color me a bit skeptical.

    Unless the Delta Center is rebuild and modernized the 2034 SLC Olympics are going to be a disaster. The city and its hotels and eateries will make a fortune when the games are held.

    Playing in an arena with 12,000 seats that will need to be remodeled to get to 17,000 seats is better than playing in an arena with 4,600 seats. And the name/logo thing isn't a big deal, I don't understand why y'all are making a mountain out of a molehill out of that.
