A friend of mine picked up a subbed copy of The Ultimate Teacher from a video store that was going out of business in like 1993-4? I remember all the tapes were like 3 bucks a pop, which was ridiculously cheap for anime at that time. Mind you, this was the pre-internet era (for poor folks). So it was very difficult to learn about anime/manga. We didn't know if it was popular, obscure, or exactly where it fit on the anime foodchain. Anyway, the first time our little crew of punk rock nerds watched it (and every time after), we were in hysterics! That was 30 years ago, and we're still ride or die for The Ultimate Teacher. Btw, NOTHING could stand up to Akira when it was first released. Akira made everything look 30 years out of date.
I actually love ultimate teacher and think it's a overlooked gem of a comedy series based off its manga! What I am surprised that you didn't talk about the dub much! Especially with Scott freaking McNeil played the titular evil teacher with his over the top voice and hilarious acting! He literally sold the ova! Not to mention, he was accompanied by ocean dub which many of the voice actors can be heard from escaflowne, ranma, and Gundam wing just to name a few! I really think they embrace what they could with what they were given and to me it stands out as a hilarious hit! Sure it's not talked about much, but luckily it does have a life on its own on KZread that you can actually watch the full video of!
There was a UK released dub version done by ""Manga UK" that I think works a bit better than the US dub. The actual visuals don't change, but the voice acting seems a little better and some actors have a bit of a different take (for example UK dub version of the villain plays the serious bits a little straighter and REALLY goes goofy when it's time to be silly) The UK Manga dub of this show exists in full somewhere on KZread, and should be easy to find with the right search terms.
I actually got to watch this OVA at a con years ago in one of the video rooms and it makes me so happy knowing others have a soft spot it! Even if it’s not the best.
I never saw Ultimate Teacher. If they had ever transferred it to DVD I probably would have seen it. It looks like a silly fun comedy but I don't think there was any way a western audience would get what they were spoofing in 1993. ('93 seems to be the year the VHS was released)

I'm in the real minority (so don't @me), but I think Akira is one of the most overrated animes of all time. As just one example, anything by Yoshiaki Kawajiri was, while in the same genre, far superior, and multiple works (e.g., Youju Toshi, Makai Toshi: Shinjuku, Midnight Eye Gokuu ) came out earlier. I have to take issue with 1:36 - the Sukeban was a real thing in the 1970s / 80s.
