TUTORIAL: Bokeh background with glowing bubbles

So many of you from Instagram requested me to show how I did my colored pencil "bokeh" background. It isn't quite the traditional bokeh background, as this one has glowing bubbles or orbs. I hope you like it and find it helpful!
