Certainly less treasures sneak through onto the shelves Laurie, but they still turn up - especially in small country town op shops which are run by volunteers. I recently found a $100 (scrap price) Sterling silver bowl in an op-shop rubbish bin!

is something is plated in siliver but is not magnetic, what metal is common for the base metal?

The most common base metal you'll find on silver plated things would be an alloy known as nickel silver (the 'NS' in EPNS). It doesn't actually contain any silver, but is an alloy of copper, nickel and zinc.
