    Hey man I have a question hopefully you can help me out. Can I splice underground line cable inside panel or have to isolate them with a junction box?

    I have to relocate upgrade from 100 Amp to 200 amp over head service to roof , do I rewire the entire house? what to do with existing 100AM panel box?

    You need a bigger panel and you need larger wire coming from the overhead line, down to your meter, and then from the meter to your panel. You throw away the old 100 amp panel. You might have to change your meter socket to a 100 amp socket as well. If it's getting inspected you probably also need to drive ground rods, run a bonding wire that jumps both sides of the water meter, and you might have to install a bigger pipe to fit the 2/0s
