That's called weeding out the weak. If a loud noise is enough to kill someone or reduce them to a quivering basket case because of PTSD, they should prob be institutionalized far away from any urban areas. Horns, sirens, gunshots, factory equipment, traffic, etc. are all loud & are all readily prevalent things in our society. If those things are so intense you cannot handle them, you need to seclude yourself away from the rest of society. Can't expect the rest of the world to keep it down because you're skittish. Those people need to learn to acclimate to the rest of humanity, not vice versa.

i think it's perfectly reasonable to be angry if you were "pranked" this way. the unreasonably loud horn will scare the piss out of any normal person, and any normal person will illicit a fear response, which can often times be aggression. for example, if you've ever heard the expression "never fear a barking dog" that's because the dog that is just barking at you is often more afraid of you and is essentially bluffing with a facade of aggression. point being, when you scare someone it is perfectly natural to be angry; if you're not, then I personally think you have malfunctioning instincts, but that's another topic. to top it off, these jerk-offs are filming and laughing at the whole thing, at someone else's expense. it is not funny and I'd feel the same desire to throw a rock at their window.
