They do it for those who have tons of magic items and who spends money to upgrade things as soon as they come out so they don't lose players

Bro if you don't like th16 you can just not upgrade your town hall and the match maker will give you match ups with the same town hall level as you are

I was th11 when 15 came out, and now i've maxed out my TH15 offensive buildings and my big defences.. working on air defences and lower now.
