Torque acting on current loops | Moving charges & magnetism | Physics | Khan Academy
A current-carrying coil kept in a magnetic field experiences a torque, which is the cross product of the magnetic moment and the field vector. Hence, the torque is maximum when the dipole moment is perpendicular to the field, and zero when it's parallel or antiparallel to the field.
When the dipole moment is parallel to the field, the dipole is in stable equilibrium. When it's antiparallel, it's in an unstable equilibrium state.

Hey @Mahesh Shenoy Sir, While Calculating Potential Energy Of Ruler When It Is Making Angle 90 Degree With Gravitational Field Line It Will Have Zero Potential Energy If We Use Our Formula U = PEcos90. But In Figure We Can Clearly See That It Has Potential Energy. Can You Please Explain How Is This Possible ?

Potential energy can be negative as well. So in that sense even zero potential energy can be converted to kinetic energy. Does that make sense?

it depends on the reference (the datum, or say the zero) with which you are measuring the potential energy. As we only measure the difference of potential energy, never its actual value.
