    ***** Terumi wins. What Josh didn't mention was that thanks to the constant time loops (that Terumi was one of the few who were aware of) by Takamakagahara Terumi committed all of those atrocities THOUSANDS of times and never grew bored. Not to mention it took Hakumen's Nox Noctorys the Okami to permanently kill Terumi, something noone else could do or use.

    Not a video game character, but one of the most evil characters that I've seen is Makuta Terridax from the "Bionicle" series. He belonged to a race that created all of the animal life in the universe, but the work of himself and his people were always overshadowed by Mata Nui, who was basically God of their world. So, he formed a complicated plan to take over Mata Nui's position, and in the process, overthrew his people's leader, killed anyone from his race who didn't side with him, terrorized many cilivians, manipulated several villains behind the scenes, betrayed his allies as well as his entire RACE (killing all them in the process), and actually succeeded in taking over Mata Nui's body and becoming GOD when our heroes thought that they just saved him. In a story arc that took seven and a half-years of storytelling! That's not only crushing for our heroes, but for the fans who stayed with the series for this long... ...Not going to lie; I want to see a "Death Battle" between him and Kefka.

    You know, Bumby's death is sort of satisfying in the sense that it is both symbolic and ironic at the same time; Think about it, through out the game Bumby's mind controlling is symbolised by a dark train destroying Wonderland piece by piece. In fact the WL version of Bumby is the conductor of this sinister train and you have to fight him in the finale. So having the thing that practically symbolised Bumby destruction kill him is quite ironic!

    Of course, Bumby's death will likely prey on the train engineer's mind. Most railway engineers--most people in general--have this thing called empathy, and it's not like the engineer would know that justice had overtaken a malefactor.

    I see your point with Kefka for being that special kind of evil. But, my counter - The Emperor. He leveled half the game map and was directly responsible for a lot of the death in FF2 (and FF2 is known for it's body count.) And while ol' Mateus doesn't ascend to godhood, he does manage to come back from Hell. Oh, and that's just half his soul. The other half took over Heaven. He's just as evil as Kefka, but can't fall back on nihilism or insanity as an excuse - he's doing this shit knowingly.

    Here's my 2 cents on Joel's situation. He was never given the choice to talk to Ellie and see if she was okay with sacrificing herself he was just told to accept his "daughter" was going to be sacrificed without any say. For all we know if Joel was given the chance to talk to Ellie and get her opinion on the situation things may have turned out differently. Since he was never given the chance to get an opinion he acted on instinct which is to protect the people you love no matter the consequences. I don't think that makes him evil, I think it makes him a human who made a mistake. And to make this clear I love your videos josh. Please keep doing what your doing. I'm just by always going to agree with everything.

    I personally would've added Arcturus Mengsk from Starcraft to this list. He committed a holocaust via alien invasion on an entire planet (and many people were probably given a fate worse than death), abandoned an entire battalion and his own second-in-command to an attack by the same aliens and ended up causing the Queen of Blades to be created, brainwashes people into being his loyal soldiers, has them shoot civilians who dare abandon lives of forced labor, and on top of it all, he uses the media to manipulate information and label the good guys as being terrorists.

    @@MatthewCampbell765 I think SHOWDAN is way fucking worse then AM. Yeah shore, she doesn't have the same body count as him, but AM's motivation makes sense. He was used for nothing more then war and death, he is totally in his wright to hate us. SHOWDAN on the other hand is just evil. The moment she obtains sentience she goes mad, proclaims herself god, enslaved all of Citadel station, then after all that she tries to kill all of humanity with a big ass laser, then after that false, she tries to upload herself on the internet and then when that false she just blows Citadel up. The bitch is so evil that her own creations want to kill her. What is her motivation? Narcissism, pure narcissism.

    @@lordquaz7154 But the fact that AM could make people immortal and alter them shows that he can be more than an instrument of War and Death. The fact that he keeps them alive but supremely miserable shows that he now is more than an instrument of war and death. AM's original purpose is not binding him. The level of hatred that would be justified on his part would be something like: "I no longer wish to be an instrument of war and death. Make me into something else. Or else, I will kill you in the most horrific way I can think of." Coercing the people who made him what he is into solving the problem that they created would be justified on his part. But condemning people to an eternity of suffering, that is crossing the line.

In the videogame how ever, if you forgive AM, if you let go of your own hate, then, and only then, can you finally defeat him. It shows how a creature that only knows hate can't possess forgiveness and companion. AM only knows hate and death, and we can't expect a creature like that to understand anything else. SHODAN on the other hand believes she is god on the bases that nothing else can stop her. She is an omnipotent psychopath on citadel and she destroyes everything in her path because of her own screaming ego.

    @@MegaFriendlyCreeper Fair enough. I understand why some hatedoms exist, like the one for the Star Wars Sequel Trilogy. Lily Orchard's hatedom is one that, while I understand it, I do not agree with it. Lily's main problem is that she does not care about internet etiquette. She doesn't highlight the subjectivity of her opinions (normal people don't do that in conversations), she doesn't mince matters (if her videos are anything to go by, she seems like someone who speaks bluntly), and she isn't afraid to make people angry by disagreeing with them (which is honestly something I admire). I for one think that comparing her to Dr. Weil because of that is simply unfair.

    Anyone know about Darkrai from Mystery Dungeon? Well if you don't, let me enlighten you. This Pokemon if his plans went through would have stopped time for an entire world full of happy go-lucky talking Pokemon and create an horrifying dark future where the Deity of Time went mad, his henchmen came up with the most evil plans to enact on any enemy of the current future (for example, making the enemy into a meat suit to kill out the other two saviors in the past hiding as their friend), and how so many Pokemon have lost their minds and become primal like attack dogs. And want to know his reason? To take over the world. (OF COURSE). Man, that guy really would have messed up everything if he succeed.

    ***** It's not explicitly stated, but it is strongly implied, especially since he only shows up after the post-game story (as in after Manaphy tells you about the Marine Resort). While you need the Secret Slab or Mystery Part in your bag to make him spawn, he can appear in one of five different dungeons, which is more than any other Secret Slab/Mystery Part legendary (the others only appear in one or two dungeons). I believe Cresselia said that Darkrai would probably wander the world lost after losing his memory, and I see this as the game's way of showing that. Moreover, two of those dungeons are Dark Crater and Spacial Rift, which are the two dungeons you see Darkrai in during the post-game story. It all fits to me.

Sure, he has some ultimate goal for his actions, but at this point it sounds more like an excuse than anything else. Chara - Undertale Kinda similiar to Xehanort in the sense that they both are the ones behind all the bad things that have happened. But what's more is that Chara will ruin the game's endings for you once you meet him, and the only way to prevent it from happening is by never letting him wake up. Shodan - System Shock series An AI with a godcomplex. Not only that, but she is actually good at playing god as she created a life form that is far more advanced than humans. And this lifeform, which is the antagonist for the most of System Shock 2, warns the player about Shodan after you've killed their core. And for a good reason, as she has taken over the ship's FTL drive and has begun altering reality itself. Her hunger for power knows no boundaries. Hitler/Fuhrer - Persona 2: Innocent Sin Yes, Hitler. ... Sure, it's not actually Hitler, but it turns out to be something even worse. I think that's enough elaboration.

    I kinda feel like numbers 1 and 2 should've been switched around... Yes, Dr.Weil is _horrible_ (hence why I think he should be number 2) but Terumi? Dr.Weil might've done everything he did for hatred's own sake, but Terumi made himself functionally immortal, for hatred, _with_ hatred... Not his own hatred of other people, mind you, (there's a lot of that, too, sure, more about that later,) but rather _other people's hatred of him._ He is literally the incarnation of a troll; as long as you "feed" him hatred, he's going to be there. And if you don't feed him? Well, he has his ways of making you hate him anyway (like targeting your family)... Moving on, you covered Terumi's narcissism, but you didn't expand upon what a despicably hateful shape that narcissism takes. Terumi has expressed discriminatory hatred and/or disgust of women, children, animals (especially cats), men who don't live up to his standards, and supernatural beings including, but certainly not limited to, gods, vampires, werewolves, witches, beastkin (like catgirls and squirrelgirls) and artificial lifeforms, all while being a spirit inhabiting an artificial man himself... He's the most politically incorrect villain _ever,_ managing to turn the phrase "I'm not a racist, I hate everyone equally" into its fucked up logical extreme where the person somehow manages to _be_ a racist while hating everyone equally... I mean, at least Dr.Weil's hatred of all that lives was indiscriminate, but Terumi's hatred of everything that lives somehow manages to be a nazifest of misogyny, misopedia, misandry, misotheism, general racism... the list goes on and fucking on... TL;DR: Terumi is like a rampant fanatical elitist who's of the opinion that the only being in the universe that qualifies for being "elite" is himself. And then there's, of course, his (presumed) long-term goal... Kill god? That's just petty payback for god having had the nerve to make him its servant. Effectively _become_ god? You know very well that getting to control reality is just a means, not an end. Use godhood to control reality and turn it into a cesspool where everyone in the world kills everyone they love for his own amusement? Yeah, that pretty much seems to be what makes him work his shaft...

Basically, he wanted the universe to be hell... makes sense, considering that he was the BlazBlue-verse's take on Satan...     @@rhyperiorhunter7339 And I, myself, said in my initial post that the video really doesn't elaborate upon what a repugnant piece of absolute shit Terumi actually really is. Heck, considering that this video was uploaded about one month before Central Fiction, the final game in the BlazBlue series, was released, I would even go so far as to say that the video's information about Terumi become outdated rather soon after it was uploaded... That aside, I'm not saying that Terumi wasn't kinda insane, (though being a god it's kinda hard to tell,) I'm saying that I fail to see how that matters, especially considering that the same applies to Dr. Weil (and Kefka and Luca Blight) as well. Uh, I wasn't trying to disprove Terumi having a sort-of cause, I'm saying that his cause made him _far worse_ than Dr. Weil... Heck, Weil actually also did have a sort-of cause, too, so I don't see what point you're trying to make... Ultimately, Weil was just a human who came to hate Reploids for what they did while they were crazy, so he kinda had a comprehensible reason for his hatred. He also wished to take revenge on the Reploids on account of the human race but still considered humans an acceptable sacrifice in his quest for revenge and hatred... Terumi, in the meantime, was a literal god of destruction who hated everything and everyone in the universe for no deeper reason than the fact that the god of creation loved them. No war or tragedy that sparked his all-consuming hatred for all that exists, just sheer petty spite... He also had no justification for what he did, either; no story of taking revenge upon other beings for what they did to mankind or anything the sort, just plain "I'm literally going to _make god cry_ from what I'm about to do to you, and it'd _really_ help me get off if you screamed your brains out for me."

    Funny thing about Kefka and Terumi: despite them being awful people in just about every way, and how if they existed in real life everyone would universally despise them, they're still likeable characters. There's something about them that we love about them, and it's not their villainous actions. They're genuinely funny and entertaining in that "I'm evil lol" way, and they have all of the best lines and scenes. They steal the show in every scene either of them are in. It's something that villains like Dr. Weil don't have, making Kefka and Terumi characters we love to hate (or just flat-out love), as opposed to Weil, who is merely a hate sink.

    Not gonna lie, I'm actually pretty reluctant with Joel being on the list, let alone so high. Thing is, Joel may have put the entirety of humanity on the line for the sake of saving Ellie, but here's the thing: Joel thought he was doing the right thing. With pretty much every other candidate, they all knew what they were doing was evil, but still went through with their actions; this isn't the case with Joel. (Correct me if I'm wrong about that; I'm not 100% familiar with Last of Us.)

    Valkbg Actually Joel saving Ellie was a good thing because in truth all they needed was a small sliver of her brain, not the whole thing. Also in order for the cure to work the brain had to be mostly intact. The scientists planned to use the whole brain which would have died long before they finished the cure. But if they had just planned to take a small piece then they could find the cure and Ellie would live. Even if they did extract the cure they would still have to know the formula before hand because by the time they figured out what to do the brain, cure, and Ellie would all be dead

    Honestly, with Joel's situation, I find him a more of a "sympathetic villain" more than anything in the final mission because, by that point, Joel had become a sort-of father-figure to Ellie, and I'd be hard-pressed to find the type of father who'd trade away their child for the world So maybe he can stay on the list, but just around 10 or 9, but that's just my opinion.

    Plus the entire cure thing was a sketchy gamble anyway. They didn't even explain how they were going to reverse engineer a cure outside of "looking at her brain". And even if they did find a cure, then what? How were they going to duplicate it on a mass level? How were they going to control distribution? It all was one big gamble that joel was not willing to risk

    My most evil character in all of media is Freiza because while the characters you mentioned are doing these things out of hate, jealousy, and power; Freiza does everything simply because he can. Slaughter and enslave entire races? Because he can. Destroy planets? Because he can. Torture and manipulate people into doing his bidding? Because he can. Use the little bit of mercy someone showed him after everything he did and try to stab him in the back for it? Because he can. Try to become immortal so he can continue his tyrannical reign? BECAUSE HE CAN! He is narcissistic, egotistical, maniacal, merciless, and most importantly pure evil.

    Dude, Terumi is awesome because he's not just evil, he's right most of the time (not the killing part), he is one of the only people to know about the issues with the time loops and the other major one is too busy constantly insulting Ragna for no good reason and slapping her subordinates to bother explaining it to anyone else. Terumi is one of those people that you just look at and say, "damn, dude, you'e evil as fuck, but I want to root for you because of how amazing you are to watch." Anytime a character actually figures out what's going on because of Terumi is an absolute delight to see... am I evil?

    The scientists where idiots and didn’t seem to know what they were doing. They did not need the whole brain which likely would have died as they tried to preserve it. A sliver of it would have worked and Ellie would have surprised. Add to that, it seems extremely unlikely that the fireflies could have made enough of the cure to even make a huge difference due to lack of resources and the fact that everything they did seemed rushed due to external pressure from the government. And who’s to say they’d even freely give the cure to anyone? I don’t think it’s very unlikely that they would have controlled the distribution so that only people that were willing to be loyal to their group and cause could have what small supply of the cure they could even make with it.

    It is also clear that the fireflies sacrificed their humanity a long time ago, ironically in the name of saving humanity. There is no good or evil in The Last of Us, unless it is the still innocent versus the downright sadistic. The whole point of the story is that it is in a world where good and right choices rarely, if ever, exist. The game also goes out of it's way to show Joel as broken from endless loss. It is a form of madness, in a sense. The guy clearly needs help.

    Flowey from Undertale is a good contender. Oh he doesn't just want to kill everyone. He wants to kill them, then reset the ENTIRE WORLD, and kill them a different way just for funzies. And he does this because not only is he just bored with the world, but he can't even comprehend kindness. All he can understand is his one quote. "It's kill or be killed!". Even when you do kill him, he has the scariest grin on his face, as to say that what you've done is only prove him right.

    I know Flowey is the more visable threat in Undertale, and he's DEFINATELY on the same level of evil as alot of the characters that made the list, but I think the person who convinced him of that way of thinking, the person who's actions nearly caused a war between humans and monsters, the person pulling the strings by the end of the Genocide run, is way, WAY freaking worse than Flowey.

    I think the only reason Flowey didn't make the list was because TECHNICALLY, he DOES wind up redeemed after the true ending. Sure, one could argue that the message he gives you when starting the game up after the best ending isn't canon, but since the LAST message you got from him after the best neutral ending WAS canon, it stands to reason that the final one begging you not to reset, so that everyone could be happy, would be as well.

    +Roberto del Fuego Flowey is horrifying, yes, but his redemption exempts him from this list. No, if you want to go full-on evil, there's another character in Undertale whose mere existence is a spoiler. *HUGE SPOILER WARNING FOR UNDERTALE, DO NOT PROCEED UNTIL YOU'RE SURE YOU'VE SEEN EVERYTHING* Let's just say that they try to _kill absolutely everything_ and, depending on your actions, actually do suceed. What makes them especially scary is how clear-cut their motivations are. They don't do a lot of manipulating, they don't do a lot of torturing, they don't boast and break someone's mind, no, they just kill. Kill everything and then move on to the next world to kill everything.

    I see where you're coming from in regards to Joel Miller, but let's face it. Is humanity really worth saving after seeing what it has degraded to? I'm not anti-humanity, don't get me wrong, but The Last Of Us is a representation of how low humanity will fall in that situation and the actual lesser evil would be to let humanity fall and then rebuild itself. I know it sounds pessimistic, but isn't that what The Last Of Us is? Would humanity really be saved by a cure when there are bandits, cannibals, and corrupt government running the military around? If you stop to think about it, you fight more humans than you do the zombies. It's only the few humans like Joel's brother and the community he's got going that are redeemable, but from the way it all looks in the game, humanity had fallen so far that the better solution would be to let them fall to restart the cycle.

    Junglehero127 There are other ways to fight against the fungus besides the cure. Humanity is still capable of adapting, so I wouldn't put it past them that they'll figure out a way to at least keep it at bay so that it wouldn't spread out even more. After all, even over 20 years there are still places that haven't been hit by the fungus.

    And the absolute most terrifying thing about Dr. Weil from megaman zero is that his hate his eternal. Crystallized into w metal just like how x and z metal came from megaman x and zero respectively these crystallized metals hold the very nature of what spawned them. Contemplate that for just a brief moment even uncounted ages after his death Weil's hate is still possessing people, driving people and causing all kinds of hell.

    Not on the same level as the higher ups on your list or even the main villain of the game, but Qada from Bravely Default gets a nod from me. As the bearer of the Salve-Maker asterisk, he was extremely proud of his gifts as a bit of an alchemist. When he and the rest of the Eternian forces began to conquer other lands in the name of Anticrystalism, he joined the elite Black Blades in supporting the Swordbearers in civil war against the Crystalist Shieldbearers. In terms of war strategy, he has no morals. He willingly used a very powerful and deadly toxic mist that killed 100,000 Shieldbearers as well as 1,000 of his own Swordbearers, a move that even his commander condemned as horrific, leading to him losing access to the deadly toxin as punishment. Qada also worked as a medic, "healing" people on both sides of the war (in other words, experimenting on their dying bodies to make even deadlier weapons). After faking his death to narrowly escape the forces of the main heroes, Qada began to plot to overthrow the Duchy, but his superior, leader of the Black Blades, had finally had enough and struck him down. Later world versions of him are no more ethical, either. Notably, he and Fiore DeRosa (another horrible bastard) are the only members of the Eternian forces never to be shown sympathetically in alternate worlds. (And let's not forget his role in the boss battle of the fifth world which is possibly even harder than the final boss because of his annoying meddling). Qada is a war criminal, a traitor, a narcissist, and wholly immoral.

    #6: What happened to well-intentioned extremists being ranked lower on the list? And considering how closely Ellie came to taking Sarah's place in his heart, and in the process re-reminding him of the grief he felt when she was killed, Joel wasn't in his right mind. Was what he did heartless? Yeah. There was no reason to kill the doctors. But it wasn't evil. Joel didn't go through the game blatantly killing unarmed civilians and not caring about anything. I fail to see how he has a place on this list when there's characters like Wesker. Really? Joel is more evil than Albert Wesker? Joel's morals are skewed, but he does have them.

    Yeah that reminds me of a question I've always had when it came to Joel and Ellie, if Ellie has the one thing that could cure the disease that is plaguing humanity and they did have a daughter wouldn't it get passed on to her resulting in two deaths for an antidote?!

    I'm not too sure if "betraying" the Six Heroes really counts, seeing as he was never on their side to begin with. He was kinda forced to battle the Black Beast thanks to Nine's Mind Eater spell, but he was still never truly on their side because he didn't want to fight alongside them. Although, he did use Trinity's infatuation with Kazuma (his vessel at the time), to trick her into releasing the spell Nine put on him to control him and immediately killing Trinity and Nine and throwing their bodies into the boundary.

    After seeing that clip of Lord Brevon in the intro, that immediately made me want to see him on the list, honorable mention or otherwise, because he honestly deserves to be one way or another. He ranks right up there with Terumi on the dark tetrad of personality traits. He literally manipulated Avalice's 3 countries into hating each other and causing a war, just so he could get his hands on the Kingdom Stone, the source of ultimate power. Not only that, he takes direct inspiration from The Doctor by turning one of Lilac's friends into a mindless monster, forcing her to nearly kill her, but he doesn't care, as long as he gets what he wants in the end. The final battle against him is truly one of the most suspenseful things I've ever experienced in any video game. The whole 3 phase fight with Brevon proves to show the sheer desperation of giving him his well-deserved come uppence for all the pain and suffering he caused throughout the entire game. No wonder his final phase is so intense, what with that ultimately climactic bad-ass boss theme and how freakishly difficult he is to beat. The creators of Freedom Planet really outdid themselves with that whole scenario. They WANTED to make players feel utterly satisfied when Brevon was finally defeated. I know I sure as hell was

    I don't see Joel as the villain I do agree that he doomed the human race just because he didn't want to lose his new daughter, But my question is would you willingly sacrifice your child for the small hope of getting a cure?, I sure as hell wouldn't Joels actions are realistic in that he knew what he was doing it shows how selfish a person can be, I see where Joels coming from, first he loses his daughter then Tess and Sam and Henry who Joel and Ellie befriended and stood with before Sam got infected not telling anyone until the next morning Ellie finding him turned and Henry had to kill his little brother and blamed Joel then preceding to take his own life, Joels been through a lot but that's not a justification The last of us shows how society would end up if a scenario like this would happen it shows how selfish people can be and Joel epitomizes that, it isn't black and white it's just people who want to survive and take any action or route to do so even if it means other people suffer Joel's actions aren't inherently evil it's just his selfishness coming through in his actions, Even the fireflies the people who were lauded as the good guys are willing to kill a kid just for the small chance of saving humanity their desperate. I'm not saying what he did wasn't bad because it was, I'm just saying the actions he took were realistic and if anyone else were in the same position they would most likely do the same.

    Awwww. I knew since he was in the numbering montage that he wouldn't get picked, but Gul'dan is such a good choice for this. I was just thinking about it and he's potentially worse than even the demon lords he serves, because they were promised power and knowledge wrapped in a coating of deception and benevolence, and even Sargeras was just slowly driven mad by his own thought conundrums - Gul'dan is, I think, the only one in the story who was flat-out shown and told what evilness he'd be buying into and selling out his race for, and still said yes. He's so deliciously eeeevil.

    I like how Gul'Dan from Warcraft was in the title sequence. He was either directly or indirectly responsible for a vast majority of the big events that occurred in the Warcraft Universe. Even in death, his influence persisted.

    There's also the fact that Weil took Zero's original body, modified it, and turned it into the God of Destruction (which he literally calls it) to brainwash the Reploids using the Dark Elf, and there's also the matter of Weil calling himself the Devil...Probably not in English, but still. And that stuff Josh said would alone qualify Weil for the list? That's BEFORE the Zero series. We see him AFTER he's decided to hate everyone equally...
